BMW's Mini plant closes for 4 weeks for the Brexit that didn't happen

LONDON — BMW's Mini plant in Britain is closing for four weeks starting Monday in a move planned over a half year ago to help the company deal with any disruption resulting from Brexit, which has since been delayed. The German carmaker, which builds just over 15 percent of Britain's 1.5 million cars, moved its annual summertime shutdown to April to "minimize the risk of any possible short-term parts-supply disruption in the event of a no-deal Brexit." But Britain's departure from the EU has now been pushed back from March 29 until at least April 12 or potentially much later, scuppering the timing of major contingency plans for some carmakers. Shutdowns are organized far in advance so employee holidays can be scheduled and suppliers can adjust volumes, making them hard to move. "This is what our company and our workforce have planned for over many months, and it is fixed into our business planning," said a BMW spokesman. It represents the latest headache for Britain's once roaring car sector which had been on track for record production but since 2017 has posted sharp falls in sales, output and investment. The overwhelmingly foreign-owned industry has become increasingly incredulous as a stable and attractive investment environment descends into one of its deepest political crises, risking the free and frictionless trade the sector relies on. BMW's Rolls-Royce factory in Goodwood will close for two weeks whilst Jaguar Land Rover's (JLR) three car plants and engine facility and Honda's Swindon facility will also shut for a few days this month as part of Brexit contingencies. It has been a turbulent few months for the sector after Nissan canceled plans to build a new sport utility vehicle at its English Sunderland plant and Honda said it would shutter its plant in 2021 in the biggest blow to the sector for years. Toyota provided a rare boost when it announced plans to build cars for Suzuki at its English car plant. BMW, which is also closing its central English Hams Hall engine facility and Swindon press shop and sub-assembly site for four weeks, has said it could move some engine and Mini output out of Britain if there is not an orderly Brexit. Carmakers face a number of risks if there is a disorderly Brexit, including delays to the supply of ports and finished models, new customs bureaucracy, the need to recertify models and an up to 10 percent tariff on finished vehicles.

2019 Mini John Cooper Works Hardtop International Orange Edition is very bright, expensive, verbose

Mini has introduced a new special edition version of the John Cooper Works Hardtop, and there are three key notable things about it. First, it is very orange. The paint on its body and roof is not available on normal Minis, and its specific hue contributes to this little car's very long name: (deep breath) 2019 Mini John Cooper Works Hardtop International Orange Edition. According to the man in charge of Mini's product planning and aftersales department, that particular shade of orange "is a bold color historically used to make great feats of engineering and aerospace design stand out." We suspect they're referring in particular to the Golden Gate Bridge, which is famously painted International Orange. How it relates to Mini, we're not exactly sure. The second thing about this orange Mini is the abundance of extra standard equipment pulled from the usual Mini options catalog. Visually, this includes black-accented graphics, door handles, fuel door and rear spoiler. The mirror caps are carbon fiber, too. Inside, a bunch of options are standard including heated seats, Harmon Kardon audio, a head-up display, navigation, and a variety of driver aids. It even comes with that neat John Cooper Works Pro Exhaust system with the Bluetooth remote to open flaps and make it louder. This brings us to the third thing about the (deep breath) 2019 Mini John Cooper Works Hardtop International Orange Edition: it's not cheap. Now, a starting price of $40,750 may seem like decent value when you consider that optioning up a non-orange John Cooper Works Hardtop with its Signature trim and comparable options would cost $40,950. So, you save $200 and get the otherwise unavailable fancy exhaust and bridge-inspired paint. Yet, a 40-grand Mini Cooper is still shockingly expensive compared to other hot hatchbacks. The 306-horsepower Civic Type R starts at just $35,595. The 292-hp VW Golf R is basically the same price as the Mini, and it adds all-wheel drive. The 350-hp Ford Focus RS is only about $1,000 more and delivers monster power with all-wheel drive. Then again, those aren't available in orange. NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.
