NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

2015 Mini John Cooper Works Hardtop Video Review

There was supposed to be some track driving in this video. When Mini invited me to drive the 2015 JCW Hardtop, I was instantly interested because, well, I love cars and I love hot hatches. But adding to the excitement was the proffered time to drive the beastie on both a private racing circuit and an autocross-like cone course. But the gods that watch over Internet video weren't with me on that day. My track driving footage was spoiled, and the autocross setup ever so slightly less than photogenic. Thankfully, the selection of hills and dales around the New York-Connecticut border is ample and attractive. Video recording of the JCW, complete with a mild-soundtrack of it spitting out 228 horsepower was saved. For those of you that missed the written First Drive feature, this paragraph summarizes my feelings rather neatly: "It only took fifteen minutes of driving on the lilting, tree-lined roads outside of New Haven, CT, to realize that the 2015 Mini JCW Hardtop was a lot less pissed off. And with more power, refined ride quality, a better interior, and an available automatic transmission, a lot more suitable for a wide variety of drivers. The little hellion has matured." Mini Vision Next 100 Concept: It's the autonomy, stupid

The concepts that Mini and Rolls-Royce showed off today – the Vision Next 100 Concept and 103EX, respectively – are all about autonomy. The Rolls-Royce doesn't even have a place for a "driver." And even though both are very much blue sky concepts, corporate parent BMW thinks it will make fully-autonomous cars within the next five years. That's according to Peter Schwarzenbauer, Member of the Board of Management of BMW AG, MINI, BMW Motorrad, Rolls-Royce, and Aftersales BMW Group, who also told us that both cars, at least in concept, are fully electric. The Rolls-Royce has dual-drive, 250kw motors mounted fore-and aft, on front and rear axles. While the Rolls is clearly a luxury concept for the monied few, the Mini is very much focused on a shared economy. Holger Hampf, Head of User Experience, BMW Group, said the chief design challenge of a car-sharing world is producing a car that could in theory mean different things to different borrowers. You get exclusivity because each car would morph according to the borrower's desires. BMW/Mini already have a car-sharing program in London called DriveNow, and a pilot program in Seattle called ReachNow, focused on the idea of shared exclusivity. ReachNow, which allows Mini/BMW owners to lend their cars out in an AirBnB-type scheme or to borrow "fleet-style cars," are immutable – however the car that was ordered is what the borrower or the owner will get. That's great if you're the owner, but it's also challenging for both anyone who'd buy that car used or for anyone borrowing the car. And if the future of most cars is a shared model (Ford is now offering multi-person leases among up to six buyers in a pilot program in Austin, Texas), customization is impossible. The result is what Schwarzenbauer derogatorily calls "normed." He says carmakers have to relearn to brand for a world where ownership is devalued but customization is key. To that end the MINI VISION NEXT 100 is "skinned." We've seen this before with the BMW NEXT concept that was revealed at the NY Auto Show this past spring, and the idea is to use the exterior of the car as a canvass that changes according to setting. Indeed Mini envisions that in a multi-driver household, the vehicle's customization could easily include changing colors according to driver preference – automatically. Dr.
