Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. After the huge problems that Hyundai/Kia experienced with its mislabeled fuel economy labels, you'd think that any time an automaker has to adjust its mpg numbers, heralds would be shouting from the rooftops. But, after Ford admitted to three big mistakes with its numbers for the 2013 C-Max Hybrid and Mercedes-Benz had to lower the fuel economy rating for the C-Class, we understand if those heralds are a bit tired by now. The models affected include the 3-door and the 3-door S. Still, today's news is that BMW has to lower the fuel efficiency numbers for four versions of the 2014 Mini Cooper thanks to an audit conducted by the EPA and then some joint re-testing. The models affected include the 3-door with the 1.5-liter engine and the 3-door S with its 2.0-liter powerplant, with both manual and semi-automatic transmissions. As with the Benzes, the rating changes are not big ones, around one or two miles per gallon. The big exception is the manual S 3-door's highway number, which lost four mpg from 38 to 34. You can see all the numbers, new and old, in the press release below, but the EPA isn't saying what caused the problem this time. The Agency's new test procedures can't come fast enough. It should be noted that the 2015 Mini Cooper was recently delayed a bit because of the extra time it took to get the EPA numbers right. There's no confirmation that these two items are connected, but we would not be surprised to hear they were. Mini pegs its future on crossovers, electric cars, and the Chinese market

Mini shed light on how its range of models will grow during the 2020s. It confirmed the longstanding rumors claiming it will expand its presence in the crossover segment, and it announced plans to launch more electric cars, including some that will be built in China through a joint-venture established with Great Wall Motors. Executives at the BMW-owned firm have approved what they describe as a realignment of the line-up that's primarily built on three pillars: electric technology, crossovers, and China. "Harnessing new target groups and sales markets will be crucially important for the future of Mini," stressed company boss Bernd Korber. As of writing, Mini's only entry into the crossover segment is the Countryman (pictured), which is well into its second generation, and its only electric car is a variant of the two-door Hardtop. It confirmed two more crossovers are in the pipeline. One is described as a being positioned in the small-car segment, and the other is billed as a compact model. The former will exclusively be available with an electric powertrain, while the latter will be offered with internal combustion engines, though some degree of electrification will almost certainly be available. Mini stopped short of providing concrete details about its future high-riders, and we don't know precisely when they'll be unveiled, but an earlier report sketches the outline of a battery-powered crossover that resurrects the Paceman nameplate and that's about as big as the BMW X1. Possibly called Traveler, or Traveller if product planners select the British spelling, the second model will reportedly ride on BMW's CLAR platform, meaning it will be the first Mini equipped with a longitudinally-mounted engine, and the brand's first rear-wheel drive car. Like its parent company, Mini realistically aims to give customers what it calls the power of choice. While electrification will spread across its line-up, it's not planning on phasing out gasoline- or diesel-burning engines in the near future. It pointed out internal combustion technology remains an ideal solution in some markets. Whether current members of the Mini range will be canned during the realignment is a point executives steered clear of. They confirmed the Countryman will sooner or later return for a third generation, but unverified rumors claim the open-top variant of the Hardtop will retire without a successor in February 2024.
