California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Mazda Koeru concept forecasts next CX-9 in sleek form

Mazda rolled in to the Frankfurt Motor Show this year with the Koeru concept you see here. The showpiece is the latest embodiment of the Japanese brand's Kodo design language, applied with dramatic effect to a large crossover shape. Could this preview the next CX-9? The Koeru takes its name from the Japanese verb for "going beyond," and the reason is plain to see: though created by a mass-market brand, the concept could easily belong to an upscale marque like Infiniti (which offers a range of crossovers), Jaguar (which just revealed its first), or Maserati (which is preparing to get in on the action as well). It strikes us as aggressive as it is elegant, with taut lines and sporty details from the sharp lights to the muscular wheel arches. Few technical details as to what lies underneath it all were made available. And these show cars often lack working underpinnings to speak of anyway. But Mazda says that, beyond the styling, it optimized the aerodynamics over the upper body as well as underneath it to reduce turbulence and "enhance vehicle stability when driving at speed." It's also said to encompass the company's latest Skyactiv, i-Activesense, and Mazda Connect technologies. Which is all well and fine, but we're looking forward to seeing what innovations the company might incorporate if and when the Koeru (hopefully) transitions from concept to reality. Car and Driver 10Best list cracked by Tesla Model S, BMW 3 Series left off

Car and Driver is keeping new blood pumping into its annual 10Best cars list with three new entries making it on for 2015 and a perennial favorite falling off. Among the biggest shocks this year is that the BMW 3 Series and 4 Series are no longer named, despite years of some portion of that lineup earning a mention. In another surprise, the Tesla Model S (specifically in S 60 trim to fit under the $80,000 cost cap) makes it to the 2015 roster and is the only electrically motivated member of the group. Despite the loss of the 3 Series, BMW isn't entirely shut out this year, because the M235i gets its name on the list. Car and Driver argues that the little coupe feels like a welcome throwback to the E46 chassis M3 of the early 2000s. In addition to the Model S, the final newbie to the annual group is the 2015 Ford Mustang GT. The inclusion of these new members knocks the Audi A6/A7 family and Ford Fiesta ST out from the 2014 rundown. The other seven models carry over from last year, including the Cadillac CTS, Chevrolet Corvette Stingray, Honda Accord, Mazda3, Mazda6, Porsche Boxster/Cayman and Volkswagen Golf/GTI. The 2015 10Best cars list certainly seems to have something for everyone from the hot hatch fan to the family man and even the green car driver, thanks to the addition of the Tesla.
