U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Kia Soul to get AWD?

The funky Kia Soul is one of the three affordable, efficient and style-first boxes on sale today (along with the Scion xB and Nissan Cube). Like its competition, it sits atop a front-drive platform with a longitudinally mounted four-cylinder engine.
It's a dandy car in this setup, but it sounds like Kia may be looking to differentiate the Soul from the herd by offering an optional all-wheel-drive system in the future. According to the report filed by Kia World, the popularity of the small, stylish crossover segment is expected to expand considerably over the coming years, especially overseas.
Citing the optional all-wheel drive on the Renault Captur, Ford Ecosport and Opel Mokka (Buick Encore in the US), along with the eventual arrival of a sub-Tiguan Volkswagen, called the Taigun, an all-wheel-drive Soul seems to make a lot of sense for these foreign markets. In the American market, meanwhile, AWD would open the Soul up to a new segment of buyers that like its looks but want all-wheel ability. Kia World is claiming the Soul AWD could hit markets in 2016 wearing a ruggedized version of the sheetmetal shown on the 2014 Soul that debuted in earlier this year in New York. Expect a bit of extra ground clearance to accompany the new drivetrain. Finally, all-wheel drive would likely only be available on the mid-range Soul + and top-spec Soul !.

Kia Venga puts a fresh face on mini minivans

Minivans in America have grown to become anything but mini. That's not the case overseas, however, where Ford offers the B-Max, Citroen the C3 Picasso and Kia the Venga. On the European market now since 2009, the Venga shares its underpinnings with the Soul and with the Hyundai i20. The shape which Peter Schreyer sketched for it won a prestigious iF Design Award upon its debut, but five years later, it was time for a bit of a refresh. Debuting alongside the updated Rio at the Paris Motor Show, the new Venga has received some updated sheetmetal, an upgraded cabin and enhanced equipment – all the better for transporting a (small) family around some European metropolis, where the streets are narrow and the parking even tighter.
