U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Next-gen Kia Sportage teased in sketches

Kia is providing an early peek at the fourth-gen Sportage ahead of the crossover's debut at the 2015 Frankfurt Motor Show on September 15. The latest design comes from Kia's European design center, which is also located in Frankfurt. While sketches like this can often embellish the details, everything here appears largely in line with previous spy shots. Up front, the latest Sportage wears a low-slung grille with the complicated shape of its brand sibling, but the new swept-back LED headlights along the hood are the major change. At least in these sketches, they give the CUV a very stylish shape. The roof arches back to give a coupe-like silhouette, and glass appears to hide the B-pillar for an airy look. At the rear, LED taillights stretch all the way across the hatch. The automaker promises the "most refined high-quality cabin yet" in the release of these sketches, and it looks like an uncluttered place to be. We look forward to seeing how Kia's designers translate these details from ink to metal in Germany. The 2018 Kia Rio makes a quiet debut in New York

While the 2017 New York Auto Show might be dominated by another variant of the Dodge Challenger, the new 2018 Kia Rio sedan proves that the show isn't all about horsepower and quarter-mile times. We saw the latest iteration of the littlest Kia last fall in Paris, but we all know how much America loves sedans, so the Korean automaker saved the four-door debut for the US. The Rio gets a ground-up redesign for what will be its fourth generation. The design predictably looks like a shrunken version of the midsize Optima. Its handsome, if not exactly groundbreaking. All Rios ride on 15-inch wheels. Although they provide plenty of sidewall to soften the ride, they look just a little too small for the car. Both the sedan and five-door models are slightly longer than the previous models, meaning there's a bit of extra leg and trunk space than before. Inside, like the current Optima, expect a stark improvement over the previous generation when it comes to fit, finish, and interior materials. From the A pillar forward, the Rio sedan is essentially the same as the five-door. Notably for the segment, top-trim Rios have a touchscreen infotainment system with Apple CarPlay and Android Auto. Power comes solely from a 130 horsepower 1.6-liter inline four, a decent amount of power for this class. Drivers have the option of either a six-speed manual or six-speed automatic. Fuel economy numbers haven't been announced, but expect it to meet or exceed the previous model's rating of 27 city and 36 highway.
