Biden says U.S. is willing to continue talks with South Korea on EV subsidy

SEOUL — President Joe Biden has expressed willingness to continue talks with South Korea over recent U.S. legislation that denies subsidies to most foreign makers of electric vehicles (EVs), an official from Yoon's office said on Wednesday. Biden gave the assurance in a letter to South Korean President Yoon Suk-yeol, who had asked the U.S. president last month for help to allay Seoul's concerns that the new U.S. rules would hurt South Korea's automakers. "We assess that President Biden reaffirmed his understanding of our concerns through a personally signed letter .... it shows Biden's willingness to be considerate towards South Korean companies in the future," the official said. The Inflation Reduction Act, signed by Biden in August, requires EVs assembled in North America to qualify for tax credits in the United States, but excluded Hyundai Motor Co and its affiliate Kia Corp from EV subsidies, as they do not yet make the vehicles there. 2016 Kia Soul EV gets $2k-cheaper base model

With the 2016 Kia Soul EV arriving at dealers in Washington, Oregon, Texas, Georgia, and Hawaii, the company is set to tap a huge array of new customers. Perhaps recognizing that fact, the South Korean brand has added a new base trim that allegedly slashes the electric car's starting price by some $2,000. Joining the former entry-level Soul EV and top-of-the-line EV+, is the new EV-e. While it's considered the base model, it still offers push-button start and a special driver's-side-only ventilation function for the HVAC system, on top of standard front heated seats and a heated steering wheel. The charging system – two ports, one for Level 1 and Level 2 AC charging, and another for DC fast charging – and electric motor/battery pack remains unchanged on the new base trim. As for the rumored pricing figure, it comes from Kia World, which claims the new EV-e will ring up at just $31,950 before and state or federal incentives. As we said, that's some $2,000 less than the current starting price, if the report proves true. Kia is also addressing the customers at the top of the Soul EV range, adding a new Sun and Fun package for the EV+. The new package adds a panoramic sunroof and LED speaker lights that match to whatever music is playing through the six-speaker stereo. Both features have existed on the gas-powered Soul for some time, but are welcome additions to the electric hatchback. As we reported previously, sales of the Soul EV in Oregon, Washington, Texas, Georgia, and Hawaii should be underway as of this month. It's not clear, however, when the new entry level EV-e will arrive in dealers. Kia expects US to be Soul EV's top market

While its sister brand Hyundai invests in hydrogen fuel cell technology, Kia is entering the battery-powered electric vehicle market with the new Soul EV. The Korean automaker plans to sell some 5,000 units of its first electric vehicle around the world. While it's not saying exactly what proportion it hopes to sell in (or how many it's allocating to) any individual market, the latest reports indicate that it expects the United States to be its biggest market.
Part of that may come down to the growing popularity of electric vehicles in America, but also to the substantial incentives offered by federal and local government agencies towards buying an EV. Though the Soul EV retails for a reported 42.5 million won in South Korea - equivalent to less than $41,500 at today's rates, of which the battery alone accounts for about 40 percent - incentives will mean that the actual cost to a buyer in the US will be about half that, although Kia hasn't announced official pricing yet.
The latest electric vehicle on the market is based on the existing Kia Soul hatchback, a vehicle chosen due to its packaging vis-à-vis more conventionally shaped vehicles. The 27 kWh lithium ion battery pack adds about 330 pounds to the vehicle's curb weight, resulting in a 0-62 time of 11.2 seconds and a 92-mile range. The Kia Soul EV will initially be sold only in California, Oregon, New York, New Jersey and Maryland.
