South Korea firms up fuel economy regs following Hyundai/Kia debacle

According to a report from Reuters, South Korea's government has drafted strict new rules for automakers to follow when calculating fuel economy. The legislation comes after a major snafu by Hyundai and Kia that resulted in the automakers lowering the estimated fuel mileage of many popular models - some by several miles per gallon, including the Soul subcompact above - and compensating owners in the US and Canada for the reduction.
The new fuel economy rules were announced by the Ministry of Trade, Industry and Energy in South Korea and will see average mileage ratings drop by roughly three to five percent, according to the report. In addition, manufacturers found guilty of overstating mileage figures will be liable for fines of up to $900,000.
These sweeping new regulations will go into effect in the second half of 2013 and, while they won't have any effect on EPA estimates for Hyundai and Kia vehicles in the United States, they are expected to result in new ratings for the two automakers in their home market of South Korea, where they enjoy a whopping 70-percent market share.

Recharge Wrap-up: Kia Niro caught at Nurburgring, Tesla & Ben & Jerry

The Kia Niro hybrid was spied testing at the Nurburgring. The prototype of the 2016 Niro — which originally appeared as a concept at the 2013 Frankfurt Motor Show — is heavily camouflaged, so it is hard to tell which exterior features have been carried over. Its plate is registered to a hybrid, but other powertrain details are unavailable (the concept was equipped with a 1.6-liter turbocharged engine and electric drive system good for 158 horsepower). When it goes on sale, positioned below the Soul in Kia's lineup, it will only be available as a hybrid, with a plug-in hybrid version expected in later years. In Japan, the number of EV charging stations has surpassed the number of gas stations. The Netherlands, UK and Norway are the leaders in EV chargers in Europe, while Germany and France are slow in their infrastructure growth, relative to their size. CHAdeMO is the more popular charging standard worldwide, but CCS is expected to close the gap. Kandi Electric Vehicles has signed a strategic agreement with telecommunications company ZTE Corporation and EV leasing company Zhejiang ZuoZhongYou Electric Vehicle Service (ZZY). The three groups will work together to improve Kandi's "Micro Public Transportation (MPT)" carsharing program. They'll collaborate on promotion, creating a research institute, doing research and development for wireless charging and making their operating system easier to use, among other endeavors. "We are excited to connect Kandi's innovative MPT model with ZTE's cutting-edge technologies," says Kandi Chairman and CEO Hu Xiaoming. "By leveraging ZZY's premium services, our goal is to accelerate MPT's market penetration, maintain our leadership position and achieve greater success in China's booming EV industry." Kia reveals Niro concept in Frankfurt, by Frankfurt and for Frankfurt

Although the Frankfurt Motor Show may be home turf to a half dozen German automakers, Kia won't have far to go when it wheels its new concept over to the Messe for the exposition in a couple of weeks. That's because the show car you see here was designed less than a kilometer away from the convention center at Kia's European design center.
It's called the Niro, and it's designed to gauge public interest - particularly the European public's - for a potential new B-segment model. Kia's not saying much else about the project, only that it was directed by its chief European designer Gregory Guillaume and that it "combines a mischievous character in a clearly robust and substantial yet stylish bodyshape" and that it incorporates stainless steel and other materials into its shape.
What we can see from the images (which you can view in the gallery above) distributed with the press release (below) is a compact crossover coupe with Kia's trademark grille (part of the neon green accents), a contrasting greenhouse, and butterfly doors to access a molded cockpit with widescreen infotainment display. For more than that, though, we'll have to wait until the concept is revealed in Frankfurt on September 10.
