South Korea firms up fuel economy regs following Hyundai/Kia debacle

According to a report from Reuters, South Korea's government has drafted strict new rules for automakers to follow when calculating fuel economy. The legislation comes after a major snafu by Hyundai and Kia that resulted in the automakers lowering the estimated fuel mileage of many popular models - some by several miles per gallon, including the Soul subcompact above - and compensating owners in the US and Canada for the reduction.
The new fuel economy rules were announced by the Ministry of Trade, Industry and Energy in South Korea and will see average mileage ratings drop by roughly three to five percent, according to the report. In addition, manufacturers found guilty of overstating mileage figures will be liable for fines of up to $900,000.
These sweeping new regulations will go into effect in the second half of 2013 and, while they won't have any effect on EPA estimates for Hyundai and Kia vehicles in the United States, they are expected to result in new ratings for the two automakers in their home market of South Korea, where they enjoy a whopping 70-percent market share.

Kia Soul EV priced at $33,700*, leases start at $249/month

Kia must have thought VW was aiming a little high when the German automaker priced its upcoming electric vehicle for the US market. Kia has just announced that the price for its new Soul EV will be $33,700 (before any tax incentives) when it comes to the US later this year. That's well above the base model Nissan Leaf, which starts at $28,980, but a few thousand dollars below the Volkswagen e-Golf, which starts at $35,445. The upper end Plus model starts at $35,700. The Soul EV will come in two trim levels, with the upper end Plus model starting at $35,700. The extra $2,000 will get you leather-trimmed heated and ventilated seats, fog lamps and power folding mirrors. As any EV driver in a cold climate will tell you, heated seats can do a lot for your body comfort when electrons count. Every Soul EV will have an onboard 6.6-kW charger, a nav system, a rear camera and Kia's UVO EV Services connection (with app) – as well as Kia's $800 destination charge. There are a few more details in the press release below. The Soul also has something that its competitors don't: an official range of 93 miles thanks to a 27-kWh lithium ion battery pack. The Leaf sits pretty at 84 miles while the e-Golf has not yet been officially rated. For those more interested in leasing than buying, the cost will be $249 per month with $1,999 down for the base model. Kia will announce more lease details closer to launch this fall. By the way, the Soul EV will be "initially available in certain California markets only with limited availability," so only some of you will have the option to get one from the start. Recharge Wrap-up: unofficial Tesla ad, VW will produce Budd-e

An unofficial Tesla commercial pays homage to the automaker's namesake. The video, which shows the Model S driving through a dusty, petroleum-addicted landscape reminiscent of a Mad Max film, features words from a speech by electricity-obsessed inventor Nikola Tesla. While Tesla (the man) talks about advancing technology into the future through electricity, the cars surroundings switch from the barren oil village to a green countryside dotted with wind turbines. The electric vehicle, built on the MEB modular platform with looks borrowed from the Microbus, made its debut as a concept vehicle at CES this year. Volkwagen's Dr. Volkmar Tanneberger tells Car magazine, "You will see a car that looks a lot like this, on the MEB platform, reach production. I can't say exactly when, but 2020 or thereabouts." He also says that the California camper van and Transporter van will continue production with internal combustion engines. Read more from Car. The 2017 Kia Soul EV will have more range. While it is scheduled for some minor updates, upping the electric Soul's driving range from its current EPA rating of 93 miles will hopefully attract more customers than a simple facelift.
