Recharge Wrap-up: Hyundai/Kia fined $755M for exaggerated MPG ratings; BMW dealers want more i8s

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. Customers will be awarded funds to offset the unexpected fuel costs or to put toward a new Hyundai or Kia vehicle. Read more at Hybrid Cars. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." Still, Late says he won't sell the cars at an upcharge. Read more at Automotive News. Opel is reportedly planning an electric version of its Karl hatchback. According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. The gasoline-powered version is expected to begin deliveries this June. Read more at Automotive News Europe. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. A PSA spokesperson confirms the change to the program, saying, "We are now waiting for another partner to help us begin the production stage." Read more at Automotive News Europe. Related Video:

Kia Soul EV will go on sale in four more US states

Live from New York, it's the Kia Soul Electric Vehicle! The South Korea-based automaker believes its first mass-produced EV is a ready-for-prime-time-player and will start selling the EV in the Empire State during the fourth quarter. Kia will also expand Soul EV sales to New Jersey, Connecticut, and Maryland, giving the model some pretty good coverage along the Eastern Seaboard. Perhaps those funky hamsters will find yet another reason to rock out. The expansion may be a sign that Americans are gravitating to the Soul EV as quick or quicker than expected. The model delivers 109 horsepower and, probably more importantly, a single-charge range of 93 miles. Kia started selling the Soul EV in California late last year. Then, earlier this year, distribution was expanded to Georgia, Texas, Oregon, Washington, and Hawaii. Additionally, the Soul was given the first-ever Canadian Green Car of the Year Award. The car sells for a base price of $33,950, and that's before any federal tax incentives kick in. Additionally, Kia may be coming out with a "more" base model that cuts that price by another $2,000. With the fed's help, that could bring the cost down into the $24,000 range, Some states have their own incentives as well. As for New York, eight dealerships will start selling the Soul EV, while six New Jersey dealerships will also have that honor. Kia Forte Koup is dead, long live the Honda Civic

A combination of cheap gas and high demand for crossovers means customers looking for a small, economical coupe are few and far between. Cars Direct confirmed that due to slow sales, Kia is killing off the Forte Koup after moving all 2016 models. That leaves the Honda Civic coupe standing alone in a segment that was formerly rich with competition. The only other option is moving into larger, less practical models like the Subaru BRZ, Chevrolet Camaro, and Ford Mustang. Koup sales must have been a small portion of the Forte's overall volume, as the model had its best year ever in 2016. Kia sold more that 100,000 Fortes and is making even bigger gains through the first quarter of 2017. It seems Kia's decision to cancel the Koup has been a long time coming. It was the only variant of the Forte lineup to not receive a significant refresh for 2017. Looks aside, it was hard to make a case for the Koup when going head to head against the Civic. In almost every category, the Honda beats the Kia. The Civic is slightly less expensive, more fuel efficient, and more powerful. The interior was roomier and far more refined, and at the back end the Civic will have a better resale value. It's hard to make a case for a car that's really starting to show its age.
