Recharge Wrap-up: Hyundai/Kia fined $755M for exaggerated MPG ratings; BMW dealers want more i8s

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. Customers will be awarded funds to offset the unexpected fuel costs or to put toward a new Hyundai or Kia vehicle. Read more at Hybrid Cars. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." Still, Late says he won't sell the cars at an upcharge. Read more at Automotive News. Opel is reportedly planning an electric version of its Karl hatchback. According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. Kia prepping Provo-inspired Mazda CX-3 challenger for 2017

Kia will be joining the fray in the sub-compact crossover segment, Australia's Motoring reports. The company could introduce a challenger to the Mazda CX-3, Jeep Renegade, Honda HR-V, and Toyota C-HR as early as this year's Los Angeles Auto Show. Kia Australia COO Damien Meredith told Motoring the new CUV will ride on the same platform as the redesigned Rio, and Kia will build the two compacts alongside each other, in South Korea. Kia hasn't gotten so far as naming the new crossover – at least it's not as far as wanting to publish a name – but it should draw inspiration from the Provo Concept the 2013 Geneva Motor Show. But it's tough to predict what that means. The Provo is, after all, a small hatchback. If Meredith came out and said it'd inspire the next Rio, it'd be an easier pill to swallow, but converting such an aggressive vehicle to CUV duty while retaining the overall look could be a challenge. That said, Kia's designs have become increasingly extroverted over the past several years – we can't wait to see what Peter Schreyer and his team come up with. According to Motoring, the Rio-based CUV could hit the market in the third quarter of 2017, which would put it several months behind the redesigned Rio. While that applies to the Australian market, a debut at Los Angeles or even in January 2017 at Detroit could lead to a similar timeline for a US on-sale date. Related Video:

2014 Kia Soul totally redesigned, now bigger and more refined

The 2014 Kia Soul has been unveiled at the 2013 New York Auto Show, and the all-new five-door box-on-wheels offers up nearly an extra inch of wheelbase and a track that's wider by .6 inches. The changes offer up a bit more space indoors, and since overall height has remained the same, the Soul now looks a bit less top heavy than before. A wider rear hatch opening also makes loading and unloading cargo easier. Indoors, the 2014 Soul offers a substantially revised cabin with more soft-touch materials, and leather seats are now on the option sheet. Designers borrowed inspiration from the Kia Track'ster Concept indoors, using organic lines throughout.
An available eight-inch touch screen takes care of infotainment duties on the center stack, and now features the ability to scroll through content by flicking a finger, just like a smartphone, instead of paging through multiple screens. Buyers can also fit their 2014 Soul with a larger TFT LCD color screen in the instrument cluster, which now displays turn-by-turn directions on vehicles equipped with navigation.
Engineers managed to create a chassis that's also 29-percent stiffer, with 66 percent of the shell using ultra-high-strength steel for safety and rigidity. Under the hood, base models bow with a 1.6-liter direct-injection four-cylinder engine with 130 horsepower and 118 pound-feet of torque, while Plus and Exclaim trims get a more potent direct-injection 2.0-liter four-cylinder. That engine develops 164 hp and 151 lb-ft of torque, and both mills can be bolted to either a six-speed manual or automatic depending on trim.
