U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Kia recalling 96k Souls with sunroofs [UPDATE]

UPDATE: A previous version of this post indicated that the recall affected 2010-2014 models, when the recall ends with 2013 models. The text below has been revised accordingly. Kia has issued a recall for the 2010-2013 model-year Soul compact cars. But while the notice issued by the National Highway Traffic Safety Administration covers a long period of production – from January 8, 2009, to October 2, 2013 – the problem only affects those units equipped with a sunroof. In those specific models – of which Kia estimates there are 95,314 examples in the United States – the headliner plate surrounding the sunroof may detach when the side curtain airbag is deployed, which could serve to compound the risk of injury in the event of a crash. Owners of affected vehicles can expect to hear from the manufacturer to bring their Souls in to their local dealer to have industrial adhesive strips installed to secure the headliner in place, starting from early February. Motorcyclist lucky to escape with life after 100-mph crash

A motorcyclist tried to run from the California Highway Patrol in San Diego in the wee hours of February 9, but things didn't quite work out as he planned. In fact, the fleeing rider is lucky to be alive after colliding with a Kia at over 100 miles per hour during, ending, rather abruptly, the pursuit. The video on The San Diego Union-Tribune below shows the collision, but you might need to watch it a few times to see what happens. The bike shoots by in a flash, and then there are suddenly sparks when the cycle hits the rear of the car. Watch the left side of shot to see the rider standing by the median after the crash. Police quickly arrive to the scene to apprehend him. The guy is wearing a helmet but understandably appears to be in pain after the high-speed accident. The crash ripped the front end off the rider's Suzuki, but the Kia's driver wasn't harmed – though clearly shaken. According to the San Diego Union-Tribune, police took the motorcycle rider to the hospital to treat undisclosed injuries. What's Now: A motorcyclist going at least 100 mph slammed into the back of a car on I-805 early this morning. Remarkably, he was left standing on his own two feet before being arrested.
