U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Kia Niro crossover is the company's first dedicated hybrid

Kia arrives in Chicago this week with the Niro, an all-new hybrid crossover joining the company's growing electrified lineup. It's not Kia's first hybrid, but it is the first dedicated hybrid, designed from the ground up with gasoline-electric power. Following the Niro concept from the 2013 Frankfurt Motor Show and the teaser images that followed, the production Niro joins the Soul EV and Optima Hybrid in the automaker's EcoDynamics line. Though full specifications and dimensions have yet to be revealed, the Niro rides on a 106-inch wheelbase to slot it size-wise in between the smaller Sportage and larger Sorento. The parallel hybrid powertrain mirrors that of the Ioniq – which is, in turn, parent company Hyundai's first dedicated hybrid and which we're not expecting to see in person until next month. The system pairs a 1.6-liter four with an electric motor, a lithium-ion battery, and a six-speed dual-clutch transmission. The sum total is 146 horsepower and 195 pound-feet of torque, and a projected fuel-consumption rating of 50 miles per gallon. View 18 Photos According to Kia's product guru Orth Hedrick, the company has tuned the Niro for "the best combination of outstanding mpg, an engaging driving experience, utility, and most importantly, a stunning design that doesn't shout 'hybrid'." Of course the taller, less streamlined form means it won't cut through the air like a more streamlined sedan or hatchback would, but it's still much slipperier than most crossovers: its drag coefficient of 0.29 comes a lot closer to the Ioniq's 0.24 than it does to the Soul EV's 0.35. We'll wait to see it in person before we decide how that streamlined crossover styling comes across. But for now you can scope out the full details released thus far in the press release below. 2017 Kia Model Year Preview and Updates

Kia continues its growing market momentum on the strength of three all-new intros and/or updates, along with its selection as a top pick by Consumer Reports. Kia's Niro - pictured above - is an all-new hybrid, combining a fairly conventional crossover profile with front-wheel drive and up to 50 miles-per-gallon. Also of note: Later in the '17 calendar year most dealers will receive the all-new STINGER GT, first introduced at the '17 Detroit Auto Show. KIA CADENZA: Kia's upsized, upscale Cadenza presents a near-luxury ownership experience without the penalty of a near-luxury price point. Its new platform is stronger, lighter and more rigid, while the interior is dramatically upscale. Finally, the Cadenza boasts Kia's first application of an eight-speed automatic in a front-wheel drive powertrain. FORTE: Kia's sedan and hatchback enjoy freshened styling and a new, 2.0-liter base powertrain. It is powered by a normally-aspirated 1.6-liter four and electric motor, delivering a total system horsepower of 139, and 195 pound-feet of torque. OPTIMA: Following a redesign in 2016, Kia's midsize entry enjoys package refinements, standard 18-inch wheels on SX trim, a new value package on the 1.6T and new colors. More significant is the addition of both an Optima Hybrid and Plug-in Hybrid. The Hybrid promises to be 10-percent more efficient, while the plug-in will offer an estimated electric-only range of 27 miles. RIO: New colors and a discontinued four door SX highlight the changes. SOUL: Kia's two-box box adds new alloy wheel designs, Blind Spot Detection and Rear Cross Traffic Alert on Plus and Excalibur trims.
