Lower gas prices mean there are excellent deals on green cars right now

The phenomenon was big enough to make news in 2006, then in 2008, in 2011, in 2012, in 2013, and again last year: a big move in gas prices means a big move in alternative-fuel-vehicle sales. True Car's TrueSavings report, which averages transaction prices across the country to figure out what people are paying compared to MSRP, shows that electric cars and hybrids are ripe for excellent savings right now. The Ford Focus Electric presents the greatest disparity, with the average transaction price of $25,168 representing a 16.1-percent saving off its $29,995 MSRP. The Kia Optima Hybrid and Toyota Prius also snagged spots in the top five, with the Kia offering a 10.7-percent discount and the Toyota a 10.1-percent discount. One hybrid managed to show up among the top five lease offers, too: the Lincoln MKZ Hybrid is just $315 a month for 36 months after $3,875 down in some markets. Alt-energy vehicles got bumped out of the top five finance deals, however. That was dominated by light trucks and, oddly, two subcompacts. The press release below has more details. Recharge Wrap-up: Hyundai and Kia rethinking diesel for US, BMW i partners with Soho House

Hyundai and Kia are once again considering bringing diesel vehicles to the US. "It's something that's a strong consideration for us at this point," says John Juriga of Hyundai/Kia America. Diesel would help the group meet future fuel economy standards. While the obstacles that previously kept the brands from bringing diesel to the US in the past still exist, Juriga says they see a "more direct path" to making diesel work for them. Hyundai and Kia are also considering introducing cylinder deactivation, plug-in hybrids and 9- and 10-speed transmissions to reach fuel economy targets. Read more at Wards Auto. BMW's i division is teaming up with Soho House as its official automotive partner. BMW will provide i3 EVs for the private club's members and guests to use. The two groups will also host events together focused on art, design and innovation, beginning with an art talk called, "The Naked Truth? Nudity, fashion, and the photographic image today." According to BMW's Steven Althaus, the two brands are a great match. The trikes deliver food to local businesses and restaurants, a job usually done by air-polluting diesel trucks. The electric trikes feature cargo boxes that can hold 47 cubic feet or about 660 pounds of food. The trikes are stored in a shipping container fitted with solar panels, which charges them when they're not in use. By delivering food using solar and human power, Foodlogica is helping taking pollution and traffic congestion out of the "last mile" of food transport in Amsterdam. Hyundai And Kia Penalized $350 Million For Overstated MPG Claims

Nearly two years after Hyundai and Kia announced they exaggerated fuel economy numbers for several of their most popular models, the two Korean automakers have paid a heavy penalty for the transgressions. The Department of Justice and Environmental Protection Agency announced a settlement Monday that will cost the two car companies approximately $350 million. The financial sum includes a $100 million fine, the largest ever levied under the Clean Air Act, and about $200 million in forfeited greenhouse-gas emissions credits. At a time when car buyers rank fuel economy as a top concern when they head to dealerships and the federal government has mandated increased efficiency, Attorney General Eric Holder said the settlement should serve as a warning to automakers not to fudge their numbers. "This will send a strong message that cheating is not profitable," he said. The settlement ends a federal lawsuit filed against the automakers in U.S. District Court, but it's important to note that it doesn't end a class-action lawsuit filed on behalf of consumers. A preliminary settlement in that case, based in Los Angeles, was approved last month, but final approval isn't expected until July 2015. Officials with the EPA said the $100 million figure roughly equals the economic benefits the two companies received from exaggerating the mileage claims on the window stickers of new cars. Fuel-efficient boasts helped Hyundai and Kia establish a strong foothold in the U.S. marketplace. Advertisements for the Hyundai Elantra stated the vehicle achieved 40 miles per gallon in highway driving, and helped the car win the prestigious North American Car Of The Year honors at the Detroit Auto Show for its 2012 model. In July 2011, the advocacy group Consumer Watchdog began receiving complaints from consumers that the Elantra and other Hyundai models fell short of their stated mileage claims in real-world driving. The group wrote to the EPA and Hyundai, asking both to investigate. Government officials said Kia had overstated the mileage on its popular Kia Soul crossover by 6 miles per gallon, and more than a dozen overall models were affected. On Monday, EPA administrator Gina McCarthy said the violations were "egregious." Based on the exaggerations, the EPA calculated that Hyundai and Kia had underreported the greenhouse gas emissions of their fleets by about 4.75 metric tons over the estimated lifetime of the vehicles. That figure aided in the $200 million credit forfeiture.
