NHTSA closes investigation on 4.7M FCA power modules, no recall

FCA US hasn't had the best time with recalls as of late. Not only did the company recently agree to greater safety oversight and paid $105 million to the government, that came just days after hacking fears prompted a 1.4-million model recall campaign. However, a recent decision to close an investigation by the National Highway Traffic Safety Administration means that the automaker doesn't have to worry about another major recall possibly affecting 4.7 million vehicles, according to the agency's report (as a PDF). Last September, the Center for Auto Safety petitioned NHTSA to investigate an alleged problem with the totally integrated power module (TIPM) on these FCA US models. The group claimed that a fault with the component could cause a variety of maladies, including stalls, not starting, catching fire, unintended acceleration, and airbag non-deployment. At the time, it also submitted 70 cases where this had reportedly happened. According to NHTSA, "no valid evidence was presented in support of claims related to airbag non-deployment, unintended acceleration, or fire resulting from TIPM faults and these claims were found to be wholly without merit based on review of the field data and design of the relevant systems and components." The agency did find signs of an issue with the fuel pump relay in some Jeep Grand Cherokees and Dodge Durangos, but FCA US issued recalls for the problem in September 2014 and February 2015. Without anything else to go on, the Feds don't think it's worth investigating this topic any more.

The western coast along Lake Michigan and the northern half of the Lower Peninsula are seriously pretty, and vastly different from the southeastern area that houses big cities like Detroit, Ann Arbor, Flint, and so on. Beyond that, the Upper Peninsula is the closest you'll get to seeing vast spoils of untouched wilderness, and trust me – it's truly pretty. I've seen the world, but I still feel all warm and fuzzy every time I venture north to experience all the vistas that my own state has to offer. In the autumn months, the changing leaves in Michigan put on quite a display. Sure, this happens all over the world, but we truly embrace autumn in the Wolverine State, and practically every Detroit-based Autoblog staffer has gone on at least one fall colors tour to the northern Lower Peninsula to take it all in. That's exactly what associate multimedia producer Chris McGraw and I did just over a month ago, behind the wheel of our long-term 2014 Jeep Cherokee. This winding road through the woods goes on for nearly 30 miles, largely unobstructed by neighborhoods, fueling stations, shops, or roadside fodder, and spits you out at the famous Legs Inn in Harbor Springs. What's really going on with the 2014 Jeep Cherokee's transmission issues?

On September 23, Automotive News reported that Chrysler had idled the second shift workers it hired just five weeks prior at its Toledo Assembly Complex to build the 2014 Jeep Cherokee. At the time, Chrysler said it had "built the critical number of vehicles we need to stock dealerships once containment is released" and did not want "to put additional strain on our logistics partners ... upon release." That reasoning was not only unusual, it didn't seem to make sense.
It appears the center of the nine-speed issue is software, not hardware.
That same day, the Detroit News ran a piece claiming workers at the Toledo factory said the halt was due to issues with the Cherokee's transmission. It put the number of already-built Cherokees needing fixes at 1,000 and said that some of the workers not laid off had been instructed "to take the Jeep on long test-drives." That made more sense. Three days later, on September 26, Automotive News reported that the 500 workers laid off had been reinstated, with engineers "speeding repairs on the SUV's powertrain software." The AN piece didn't put a number on how many units are being fixed, but it did say that 12,000 have been built and are awaiting delivery to dealers. The best it could say about when dealers will get them, however, is that "progress on a fix is being made. It's unclear when shipments to dealers will start."
