Germany threatens to ban FCA vehicles over diesel emissions dispute

Germany is threatening to ban sales of FCA products over diesel emissions. According to the newspaper Bild Am Sonntag, Germany's Federal Motor Transport Authority found evidence of a so-called defeat device that shuts down certain emissions controls after running for 22 minutes. A standard diesel emissions test in the European Union reportedly takes 20 minutes to complete. FCA denies the allegations. "We believe all our vehicles respect EU emissions standards and we believe Italian regulators are the competent authority to evaluate this," the company said in a statement. The latter part of that statement drew ire from German authorities, especially after FCA declined to meet with German transport minister Alexander Dobrindt to discuss the issue. Graziano Delrio, the Italian Minister of Infrastructure and Transport, vowed to work with German authorities on behalf of FCA. According to EU law, FCA is required to homologate its vehicles in Italy because that's where its regional operations are based. When will the diesel-scented soap opera end? Researchers who busted VW cheating say FCA's diesels dirty, too

The Wall Street Journal today reported on an upcoming report from West Virginia University's Center for Alternative Fuels Engines and Emissions, which is the same lab that investigated Volkswagen emissions cheating. The report, which will be released in a matter of weeks, alleges that 2014 and 2015 model year Jeep and Ram vehicles with diesel engines emit excess pollution. But it does not specify whether the company used defeat devices. Since the report discusses Jeep Grand Cherokees, and that engine is also available in the Ram 1500, it's safe to assume that one of the implicated engines is the EcoDiesel V6, a unit actually produced by VM Motori. It's unclear whether the report covers any of the Cummins engines used in heavier-duty Ram pickups. This report comes on the heels of a federal investigation into FCA's diesel vehicles. That investigation focused on the EcoDiesel engine used in 2014-2016 vehicles. The feds were seeking a fine of up to $4.6 billion. The EPA and the State of California also previously accused FCA of using a defeat device on the same vehicles back in January. FCA, for its part, alleges that the WVU study might have been commissioned by people interested in suing the company, and disputes the testing methodology, according to the WSJ. What's really going on with the 2014 Jeep Cherokee's transmission issues?

On September 23, Automotive News reported that Chrysler had idled the second shift workers it hired just five weeks prior at its Toledo Assembly Complex to build the 2014 Jeep Cherokee. At the time, Chrysler said it had "built the critical number of vehicles we need to stock dealerships once containment is released" and did not want "to put additional strain on our logistics partners ... upon release." That reasoning was not only unusual, it didn't seem to make sense.
It appears the center of the nine-speed issue is software, not hardware.
That same day, the Detroit News ran a piece claiming workers at the Toledo factory said the halt was due to issues with the Cherokee's transmission. It put the number of already-built Cherokees needing fixes at 1,000 and said that some of the workers not laid off had been instructed "to take the Jeep on long test-drives." That made more sense. Three days later, on September 26, Automotive News reported that the 500 workers laid off had been reinstated, with engineers "speeding repairs on the SUV's powertrain software." The AN piece didn't put a number on how many units are being fixed, but it did say that 12,000 have been built and are awaiting delivery to dealers. The best it could say about when dealers will get them, however, is that "progress on a fix is being made. It's unclear when shipments to dealers will start."
