South Korea island of Jeju becoming an EV-incentive heaven

When it comes to providing some island EV love, we can point to Hawaii, which has been pushing hard for greater electric-vehicle adoption through subsidies and a broader charging network. Now, South Korea has Jeju. We're not sure if the surf is as good. Like Hawaii, Jeju is focusing on a "carbon-free" existence and lowered fossil-fuel dependency as a way to help the environment while addressing the extra expenses involved in providing fuel locally, Wards Auto says. Jeju, which is about 720 square miles, provides about $7,000 worth of EV incentives on top of those provided by the South Korean government. As a result, the cost of buying an EV can be cut in half. In the case of a Chevrolet Spark EV, going electric actually has a lower out-of-pocket price tag than buying a gas-powered counterpart on the island. South Korea's Ministry of Environment has earmarked about $14,000 in subsidies for each EV purchase, while 10 South Korean cities are adding on incentives anywhere from about $2,800 to $7,400 per vehicle. South Korean automaker Hyundai and affiliate Kia are just starting to do their part to boost the country's EV sales, which didn't even break the 800-unit mark last year. Kia recently said it will start making its 2015 model-year Soul EV in April, with sales debuting in South Korea by the end of the year. Hyundai is said to start selling its own EV starting in 2016. 2016 Hyundai Sonata PHEV will be a 50-state car, sort of

Technically, the upcoming 2016 Hyundai Sonata Plug In Hybrid will be available in all 50 states. It will just be a lot easier to get in the ten ZEV states. That's because in the 40 states that do not follow California's Zero Emission Vehicle regulations, Hyundai dealers will not be stocking the plug-in version of the Sonata when it goes on sale in the fall of 2015. In the ten ZEV states (California, Connecticut, Maine, Maryland, Massachusetts, New Jersey, New York, Oregon, Rhode Island, Vermont), Hyundai will stock and sell the PHEV Sonata just like any other model, with numerous colors and trim levels available on dealer lots. In the other 40 states, "we're not going to encourage dealers to stock them," because the company expects demand to be low, said Mike O'Brien, Hyundai's vice president of corporate and product planning. O'Brien was speaking at a launch event for the two new Sonatas in California this week. Hyundai has a reason for choosing the ZEV states as a starting point, O'Brien said. "The ten states are spending more money on charging infrastructure, so you can park at work, you can park while you're in the grocery store, and you can charge your car while you're doing it." In any other state, where the plug-in infrastructure is weaker, a customer can order a PHEV Sonata just as if they were going to get a specific color Veloster that the local dealer didn't have in stock, O'Brien said. "It's really no different." "If you just look at the sales, basically all our competitors, over half of their plug-in hybrid sales are right here in the state of California," O'Brien said. "Usually, much more than half. If you cover the ZEV states, you're going to cover over 85 percent of the sales already. And we're going to make sure that our dealers can accommodate and customers that wish to buy outside those states." In other ways, the PHEV buying process will be similar. The customer can choose, at time of purchase, to rely on standard 110-volt outlets or to work with the dealer to install a Level 2, 240-volt charger at their home. Hyundai will train its dealers to offer a preferred partner's charger (Hyundai would not specify which company it will be working with). With 110, an empty-to-full charge of the 9.8-kWh lithium-ion polymer battery will take around nine hours, but with Level 2 it'll be around three hours. "The essential technical elements [of the PHEV] are the same as the hybrid," O'Brien said.

Hyundai's engineers certainly don't want the public to see its upcoming dedicated hybrid model in several of these new spy shots, but the company can't deny that the machine is on the way. These test cars were first spotted last summer as Prius-like five-door hatchbacks. However in these photos and the second set, it would seem that the model has morphed into a more sedan-like shape similar to the Chevy Volt. Unlike the last time we saw this car during arctic testing, the vehicle no longer is covered in plastic concealment. That obfuscation has been replaced with a very effective camo pattern on everything but the roof, and in several photos, workers are actively standing in the way of the spy shooters' lenses. Beyond the whole model's general shape, there are a few details to pick out, though. You can easily spot the outline of the brand's hexagonal grille up front. There appears to be a rather complicated air dam design there, too. In profile, the shape of the rear hatch creates an integrated spoiler at the back. While the camouflage makes it very hard to tell, we don't see a plug-in port on this example. According to our spies, this test car was being driven with a slew of other electrified models, including a BMW i3, Nissan Leaf, Volkswagen e-Golf, and Kia Soul EV. Given that group, perhaps the engineers were specifically benchmarking the electric performance for this outing. Earlier reports suggest that Hyundai's latest hybrid could debut in the second half of 2016. Power reportedly comes from a 1.6-liter four-cylinder with hybrid assistance and a lithium-ion battery. Plug-in and five-door hatchback versions are also rumored.
