Recharge Wrap-up: Canada gets Hyundai Tucson Fuel Cell, Washington governor favors EVs

Washington Governor Jay Inslee wants extend tax breaks for EVs past the July 1 expiration date. He also calls for looking into allowing EVs use of carpool lanes and creating charging infrastructure. Inslee sees encouraging electric driving as a way to help mitigate climate change, but detractors within the state don't like the idea of giving priorities to certain drivers. "I'm not enthusiastic about a subsidy that picks winners and losers and doesn't help the middle class," says representative Reuven Carlyle. Read more at The State. Novozymes says it has an enzyme solution, called Eversa, that can make biodiesel from waste oils. The technology converts the vegetable oils used by the food industry into usable fuel. The enzymatic process is said to be cheaper and safer than chemical processes with fewer harmful byproducts, and can handle higher levels of free fatty acids. The process is safer than others, says Novozymes' Frederik Mejlby, due to the lack of required high temperature and pressure, and that the "organic nature and mild process conditions do not generate toxic components as in some chemical biodiesel processes." Read more in the press release below. The USDA has announced funding of advanced biofuels and the bioeconomy. The USDA is providing $5.6 million in grants to advanced biofuel producers, as well as an additional $4 million toward a bioeconomy to reduce dependence on foreign oil. The funds come from the USDA's Advanced Biofuel Payment Program, which is part of the 2008 Farm Bill. The biofuel sources targeted are, in particular, crop residue, animal, food and yard waste, vegetable oil and animal fat. Read more in the press release below. Hyundai will be offering the Tucson Fuel Cell for lease in Canada. Beginning in early 2015, the hydrogen vehicle will be available to customers in Vancouver, British Columbia. It's the first hydrogen vehicle from a major automaker in the country. "We are proud to be leading the fuel cell movement," says Hyundai Auto Canada President and CEO Don Romano, "and now is the time for auto companies, governments, and citizens to join us in this initiative and push for the creation of a hydrogen infrastructure in Canada to maintain this positive momentum." Hyundai And Kia Penalized $350 Million For Overstated MPG Claims

Nearly two years after Hyundai and Kia announced they exaggerated fuel economy numbers for several of their most popular models, the two Korean automakers have paid a heavy penalty for the transgressions. The Department of Justice and Environmental Protection Agency announced a settlement Monday that will cost the two car companies approximately $350 million. The financial sum includes a $100 million fine, the largest ever levied under the Clean Air Act, and about $200 million in forfeited greenhouse-gas emissions credits. At a time when car buyers rank fuel economy as a top concern when they head to dealerships and the federal government has mandated increased efficiency, Attorney General Eric Holder said the settlement should serve as a warning to automakers not to fudge their numbers. "This will send a strong message that cheating is not profitable," he said. The settlement ends a federal lawsuit filed against the automakers in U.S. District Court, but it's important to note that it doesn't end a class-action lawsuit filed on behalf of consumers. A preliminary settlement in that case, based in Los Angeles, was approved last month, but final approval isn't expected until July 2015. Officials with the EPA said the $100 million figure roughly equals the economic benefits the two companies received from exaggerating the mileage claims on the window stickers of new cars. Fuel-efficient boasts helped Hyundai and Kia establish a strong foothold in the U.S. marketplace. Advertisements for the Hyundai Elantra stated the vehicle achieved 40 miles per gallon in highway driving, and helped the car win the prestigious North American Car Of The Year honors at the Detroit Auto Show for its 2012 model. In July 2011, the advocacy group Consumer Watchdog began receiving complaints from consumers that the Elantra and other Hyundai models fell short of their stated mileage claims in real-world driving. The group wrote to the EPA and Hyundai, asking both to investigate. Government officials said Kia had overstated the mileage on its popular Kia Soul crossover by 6 miles per gallon, and more than a dozen overall models were affected. On Monday, EPA administrator Gina McCarthy said the violations were "egregious." Based on the exaggerations, the EPA calculated that Hyundai and Kia had underreported the greenhouse gas emissions of their fleets by about 4.75 metric tons over the estimated lifetime of the vehicles. That figure aided in the $200 million credit forfeiture.

The Hyundai Veloster lineup gets a little sweeter for 2016, with the Korean automaker showing off a host of new upgrades here at the 2015 Chicago Auto Show. Most significantly, the Turbo model gets a brand-new, seven-speed, dual-clutch transmission. Elsewhere in the lineup, there's a new Rally Edition model, and even the base, naturally aspirated Veloster gets a few tweaks. Hyundai will only offer 1,200 examples of its limited edition Veloster, pictured at right. Based on the Turbo R-Spec, the Rally Edition adds more performance-tuned suspension, 18-inch Rays lightweight wheels, faux carbon fiber aero accents, unique badging, and a brand-new matte blue paint job. The limited-production Veloster will arrive at dealers in May. In addition to a seven-speed DCT, the Veloster Turbo gets a new wheel design, redesigned seats, and a new look to the gauge cluster. Non-turbo Velosters get a spiffy new 17-inch wheel design, and optional black seats with yellow accents.
