Imported pickup tax in play in Trump trade talks with South Korea

WASHINGTON/SEOUL - Talks starting Friday to amend a U.S.-South Korean trade deal must balance President Donald Trump's domestic agenda against the need to contain a nuclear armed North Korea and will have to be completed swiftly, officials from both sides told Reuters. The U.S goods trade deficit with South Korea has doubled since the 2012 signing of the US-Korea Free Trade Agreement (KORUS). Almost 90 percent of the 2016 shortfall of $27.6 billion came from the auto sector, an issue the United States is expected to press hard in the Washington talks. A quick deal could give Trump his first trade victory at a time when NAFTA negotiations are dragging on without agreement and pressure on China to change trade practices has yielded little progress. The talks, led by Assistant U.S. Trade Representative Michael Beeman and Yoo Myung-hee, director general for FTA negotiations at South Korea's trade ministry, begin at a time of heightened tensions with Pyongyang. A trade ministry official in Seoul said South Korea was waiting for Washington's formal proposals and substantial negotiations would not take place on Friday over a deal Trump has repeatedly threatened to scrap. "The U.S. brought up lowering non-tariff barriers, especially for their auto industry. At the moment, we are not sure whether the U.S. will ask that but we will be prepared (for the U.S. demand)," said the official, who spoke on condition of anonymity as he was not authorized to talk to the press. A top priority for the Americans is maintaining a 25 percent tariff on Korean pickup truck imports, which was meant to have been phased out from 2019 under the current deal, according to a U.S. official and a South Korean car industry source. South Korea has two major automakers, Hyundai and Kia, both of which are heavily reliant on exports due to the small size of their domestic market. Critics charge that South Korea discriminates against imports with a range of non-tariff barriers. South Korean auto companies believe that Washington will also seek to increase the 25,000-vehicle per U.S. automaker threshold for U.S. car shipments to South Korea that can enter the country without meeting Seoul's domestic industry regulations. The official at a South Korea auto company, who was not authorized to speak to the media, also said the United States was interested in easing Seoul's vehicle emissions targets. These are viewed as discriminating against U.S. autos.

Hyundai pushes on with development of delayed i20 WRC

It's a pretty big deal when a major automaker joins a top-flight racing series, and so it was when Hyundai entered the World Rally Championship with the i20 WRC last year. And while delays have postponed the arrival of its replacement, development presses on. For those unfamiliar, the i20 is Hyundai's rival to the likes of the Volkswagen Polo and Ford Fiesta for Asian, European and other overseas markets. The Korean automaker introduced a new version of the i20 late last year, including a new three-door version that was supposed to serve as the basis for the new rally machine, but production delays meant Hyundai couldn't homologate the rally version before the end of this season as originally planned. So instead it will base the new competition machine on the five-door version and aim to launch it in time for the start of next season. "We had hoped to introduce the car later this season but unfortunately an issue with the homologation schedule - related to production of the three-door road version – will delay our programme," said Hyundai Motorsport chief Michel Nandan. "We have therefore opted to continue focus on the five-door version of the New Generation i20 WRC which will compete at Rallye Monte-Carlo next year." In the meantime, as you can see from the photos above, development continues apace. Test driver Kevin Abbring and his co-pilot Sebastian Marshall are being charged with its shakedown, along with Thierry Neuville and Nicolas Gilsoul – the same duo that won the 2014 Rally Germany and which are currently ranked third in the 2015 World Rally Championship after placing second at round two in Sweden. They'll have to make do with the current car for the rest of the season, which continues with the fourth round later this month in Argentina. Former Lamborghini designer reportedly headed to Hyundai

Luc Donckerwolke (pictured above) only left his position as the Director of Design for Bentley in early June, but he might have already had a new gig lined up as he was walking out the door. Donckerwolke is reportedly teaming up with former Volkswagen Group styling bigwig Peter Schreyer at Hyundai Motor, in a position to eventually take over the look of all of the Korean brands' vehicles. At the moment, this major hire for Hyundai and Kia is still just a rumor, though, and the Korean automaker is playing it close to the vest. Company spokesperson Jim Trainor tells Autoblog, "We do not comment on speculation concerning potential appointments." However, insiders tell Automotive News that the deal is the reason for Donckerwolke walking away from his long career among VW's brands. In Korea, Donckerwolke would hold a position under Schreyer at first, and he would take over Hyundai and Kia's design duties when Schreyer retires, which is expected in about two years. Donckerwolke joined the German automotive giant in 1992 and eventually came to define the modern look of Lamborghini by penning both the Murcielago and Gallardo. In 2011, he became the Head of Advanced Design for VW Group and took over styling duties at Bentley in 2012. Schreyer left a fruitful career at VW Group, including penning the original Audi TT, to join Kia in 2006. He gained the overall design duties for the Hyundai and Kia brands in 2012. Ousted VW Chairman Ferdinand Piech once said that he was regretful of losing the talented stylist. Related Video:
