South Korea firms up fuel economy regs following Hyundai/Kia debacle

According to a report from Reuters, South Korea's government has drafted strict new rules for automakers to follow when calculating fuel economy. The legislation comes after a major snafu by Hyundai and Kia that resulted in the automakers lowering the estimated fuel mileage of many popular models - some by several miles per gallon, including the Soul subcompact above - and compensating owners in the US and Canada for the reduction.
The new fuel economy rules were announced by the Ministry of Trade, Industry and Energy in South Korea and will see average mileage ratings drop by roughly three to five percent, according to the report. In addition, manufacturers found guilty of overstating mileage figures will be liable for fines of up to $900,000.
These sweeping new regulations will go into effect in the second half of 2013 and, while they won't have any effect on EPA estimates for Hyundai and Kia vehicles in the United States, they are expected to result in new ratings for the two automakers in their home market of South Korea, where they enjoy a whopping 70-percent market share.

Hyundai thinks it has a hit on its hands with the Tucson Fuel Cell CUV, an Internet hit at the very least. At the Washington Auto Show this week, Michael O'Brien, the vice president of corporate and product planning for Hyundai Motor America, announced that 88,000 people have visited the car's microsite. Since the company isn't yet taking orders for the vehicle, we'll have to take this as a sign that people are interested in a hydrogen-powered CUV. "The response surprised even us," O'Brien said. "The response surprised even us" Hyundai expects to deliver the first Tucson Fuel Cell to a "small group" of customers in the US within 60 days, O'Brien said. As we learned last year, Hyundai will lease the CUV for $499 a month (and $2,999 down) for 36 months. That price includes as much hydrogen refueling as you like, plus Hyundai's Valet Maintenance. The Tucson Fuel Cell is already in production and available in other markets (as the ix35 Fuel Cell), following 16 years of development and what O'Brien said were "hundreds of millions of dollars" spent on R&D. Hyundai has tested its fuel cell cars for over 2.4 million miles, including extreme heat, cold and altitude tests (but it hasn't shot a bullet into the tank a la Toyota). Hydrogen cars are "as clean and by some measures cleaner than today's EVs" but are more practical, with longer range and shorter refueling times, O'Brien said in DC. Toyota is ramping up production of an all-new 2018 Camry and spending over $1 billion – with a "b" – at its Georgetown, Ky., plant. That investment speaks to the popularity of midsize sedans, despite sales inroads made by crossovers. While Accord and Camry are givens in the segment, less attention is paid to Buick's Regal and Hyundai's Sonata. And if shopping for a midsize sedan with a $30,000 budget, you should pay attention. Both offer a compelling combination of attributes and can be well equipped for that price point. Finally, both are due for either a major redesign (Regal) or aggressive freshening (Sonata) in the 2018 model year. Both Buick and Hyundai will be offering incentives 2017s, but Hyundai's program is more aggressive, with up to $6,000 in savings (as this is written). BUICK REGAL: For those seeking exclusivity at well below an "exclusive" price, there is the Regal. Designed by GM's Opel as the Insignia, the version sold stateside keeps most of its Eurocentric nature. It doesn't pretend to be an Audi or BMW, but it provides something more German than Volkswagen's Germany-by-way-of-Tennessee Passat. A Regal, in all-wheel-drive 'Regal' trim, supplies you with a turbocharged 2.0 liter and 6-speed automatic transmission. Its 259 horsepower and 295 pound-feet of torque propel the 3,600-pound Regal with authority and respectable efficiency. Despite its relatively low curb weight, the Regal feels substantial, with a heavy feel behind the wheel and a quiet authority going down the road. Inside, you'll find an interesting mix of Old World and New Detroit, with informative gauges, a center stack that dominates the instrument panel, supportive buckets up front and a reasonably spacious rear seat.
