Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Recharge Wrap-up: Charging in Iceland, Smart "For" campaign, Honda open sources Smart Home

Iceland's EV charging network is expanding by 200 units. A subsidiary of Northern Lights Energy called EVEN is providing and installing the rapid chargers, which it hopes to have installed by the end of the year. EVEN's Gisli Gislasson says, "We couldn't wait for the government and decided to do our part in this." Iceland's government hopes to have 10 percent of the cars on its road powered by sustainable fuels by 2020. Read more at Iceland Review. Argonne National Laboratory is working to create universal charging for electric vehicles. Through its new Electric Vehicle Interoperability Center, the group is studying ways to standardize charging so any type of electric vehicle in any country can charge at any charging station. Additionally, the research is working on ways to better integrate electric cars to a smart grid, to the point where EVs could even act as part of the grid, charging when they need it and providing electricity during peak hours. The maker of the tiny city cars is reaching out to the public through updated branding, ads through various channels and social media engagement to get people thinking about Smart in fresh ways. The campaign emphasizes the "For" idea, as in "For challenging the status quo," "For loving the city," etc. Also as part of the campaign, Smart will be embarking on a Europe-wide roadshow to 15 different cities, where the public can learn more about the cars – particularly the Fortwo and Forfour models – and even arrange a test drive. The project, which goes beyond cars and into the home to look for ways to live efficiently and reduce CO2 emissions, involves sustainable energy and heating and cooling methods, smart lighting, sustainable building materials and waste management, passive design and, of course, vehicle charging. Now, technical details such as architectural plans, mechanical drawings, furniture specs and CAD data will be open-source and publicly available for any interested parties. Zipcar, Honda announce OneWay carsharing with 2015 Fit

Zipcar has been around for over a dozen years, and now shares more than 10,000 cars on a short-term basis with 850,000 members around the world. But there's been one thing missing from the carsharing giant's quiver of options: the one-way rental. That changes today. For a select few in Boston, anyway. OneWay's Boston launch is so soft that Zipcar says it's not even sure how much it will charge. Zipcar has announced a new one-way carsharing option called (annoyingly) ONE>WAY. This new program soft launches in Boston today, and it's so soft that Zipcar says it's not even sure how much it will charge drivers who use the new service. What we do know is that OneWay exclusively uses the 2015 Honda Fit and will allow drivers to rent by the half hour as they pick up and drop off in two different locations. The standard Zipcar model requires the cars to be brought back to the original location and has a one-hour minimum. At least one membership fee will cover both standard Zipcar and Zipcar OneWay. The introduction of shorter-term, one-way rental may sound a bit like Car2go, the successful carsharing program started by Daimler. Zipcar representatives told AutoblogGreen that it did develop OneWay in response to member demand and that there are two main differences between the two carsharing services. First, since OneWay still uses the traditional reserved-for-Zipcar parking spot method (new ones will be established for OneWay), there will always be a guaranteed space when you arrive at your destination. Second, the Fit has a lot roomier than the Smart ForTwo used by Car2go. To see this point in action, check out the four happy hipsters in Zipcar's new ad for OneWay below. There are currently other Fits in Zipcar fleets in other cities, but the specially branded vehicles in the Boston trial program will need to be used with the OneWay vehicles. That means, for now at least, that users will specify a pick-up and drop-off location before renting the vehicle, said Kaye Ceille, the president of Zipcar. The 30-minute minimum might also someday be changed, depending on user feedback. There's a lot up in the air right now, but Zipcar did say that despite the fact that OneWay is intended for short trips and has reserved parking, the Fit EV will not be involved. That car simply doesn't offer the cargo flexibility that the standard Fit does and some of the reserved parking spots will be on the street, where putting in a charging station isn't feasible.
