Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Recharge Wrap-up: Green Car award for Volvo XC90, MN air better from biodiesel

The Honda CR-V could return with a plug-in hybrid option. Expected to debut in the fall of 2017, the PHEV could use a 2.0-liter I4 plus an electric motor. It's possible that the new CR-V is being developed in North America, and will borrow design cues from the Honda Civic. There also could be a seven-seat version. UC Davis will present findings from a CARB-commissioned study on customer valuation of zero-emission vehicles (ZEVs). Dr. Ken Kurani of the university's Institute of Transportation Studies will report on consumer attitudes toward ZEVs, and the differences between those valuations and market behavior. In Kurani's survey, respondents had the opportunity to design their own car with an in-survey game. Almost a quarter of people designed some sort of EV, including plug-in hybrids and fuel cell vehicles. Read more from CARB, or at Green Car Congress. Minnesota's biodiesel efforts have improved air quality. According to the American Lung Association in Minnesota, summer and winter blends of biodiesel have prevented the emission of 130 tons of particulate matter, 319 tons of hydrocarbon and 2,634 tons of carbon monoxide every year, as well as a total of 3.7 million tons of CO2 over the last 10 years. Minnesota requires a B10 biodiesel blend during the summer months, and B5 throughout the winter. Read more from Biodiesel Magazine. The Volvo XC90 has received the Canadian Green Car Award for Most Efficient Three-Row Family Vehicle. Beating out the Ford Explorer 2.3-liter EcoBoost and the Honda Pilot, Volvo's seven-seat crossover was chosen for its mass market appeal, and a variety of qualities both practical and green. Judges look at value, fuel economy, emissions, performance and technology among other features. The XC90 is available as a plug-in hybrid with about 17 miles of all-electric driving range. The judges of the 2016 Canadian Green Car Award announced their category winners today, with the Volvo XC90 winning the Most Efficient Three-Row Family Vehicle category. The other finalists in the category were the Ford Explorer 2.3-litre EcoBoost and the Honda Pilot.

2014 Honda HPD CR-Z

Honda invited us to its Southern California North American headquarters last week to take a spin in a very special CR-Z - one modified with a full complement of Honda Performance Development (HPD) components. While the company has been racing with HPD parts for years, this is the first time the automaker has offered them for its street-legal vehicles, and it has chosen this year's SEMA Show in Las Vegas to be the launch venue. Last year, Honda introduced the HPD Supercharged CR-Z Concept at SEMA - this is the slightly modified production version.
The complete transformation gives the normally placid hybrid hatchback a serious shot of adrenaline thanks to a bolt-on supercharger combined with suspension, tire, brake and exhaust upgrades. In addition to the blower (detailed in a bullet point below), new HPD suspension components lower the car by about half an inch, and firmer spring rates stiffen the ride. Stock 16- or 17-inch wheels are then replaced with HPD 18-inch alloys wrapped in sticky Michelin Pilot Super Sport tires (215/40ZR18 at all corners). The clutch is upgraded, a limited-slip differential is installed and new HPD monobloc four-piston calipers are fitted over slotted and ventilated iron rotors up front (the single-pistons over solid discs on the back axle are unchanged). In the rear, the stock hidden single exhaust pipe is replaced by a free-flow twin-tip exhaust that peers out of a new HPD lower diffuser. Other cosmetic enhancements include an HPD front lip spoiler, rear deck lid spoiler and an HPD emblem kit for each side. To say the CR-Z is transformed by the complete HPD package is an understatement.
