Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well." 

Japan's government gives hydrogen vehicles a big boost

The Japanese government is really paving the way for hydrogen fuel cell technology on its roads. Japan's Ministry of Economy, Trade, and Industry is changing regulations on fuel tanks to make hydrogen cars more appealing to drivers, which should help put the country ahead of others in the race to develop a viable H2 fleet. Japan is raising the allowed pressure of hydrogen tanks from 700 atmospheres to 875, which has the effect of increasing driving range by 20 percent. This move puts the country in line with others with high-pressure fueling regulations. Japan is also in talks with the United Nations and the European Union to streamline inspection rules to make it easier to export Japan's fuel-cell vehicles. Toyota premiered its hydrogen-powered FCV Concept at the Tokyo Motor Show last year and plans to release a production version as early as next year. Honda also plans to build its own fuel-cell cars for 2015, and it debuted its FCEV Concept at last year's Los Angeles Auto Show. Nissan is sending mixed messages on hydrogen, both questioning the availability of a refueling infrastructure and working on developing the vehicles. In Japan, a relatively small country, increasing the range of fuel-cell vehicles makes creating a usable infrastructure a bit less daunting. Will hydrogen-fueled electric cars see the same sort of success as Toyota's Prius hybrid or battery-powered EVs? Only time will tell, but we can keep our fingers crossed that it will, and that the popularity spills over beyond Asia. Honda gives itself room to delay FCV hydrogen car until June 2017

In a new press release issued to discuss vehicles on display at the Geneva Motor Show, Honda said something a bit curious about its upcoming hydrogen car. The release reads: "The FCV Concept previews an all-new fuel cell road car that is scheduled to go on sale in Japan in the first half of 2016, and subsequently in the USA and Europe within the following 12 months." The last official word was that Honda said the car would arrive in Japan in March 2016, with US and European roll-out some time after that. The new announcement gives the company some wiggle room to adjust that timeline, since 12 months after the first half of 2016 could, theoretically, be at late as June 30, 2017. So, we asked Honda North America's senior environment and safety specialist Angie Nucci if this means that the FCV will be delayed at all. She said she doesn't have additional details for the next-gen FCV availability, "other than March 2016 in Japan and then the US and Europe after. It's the same timing that we discussed in LA." In other words, we might be reading too much into this. But it's worth noting in case the timeline does slip (again).
