Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. HyFive hydrogen infrastructure gets $51M boost across Europe

"High five!" was one of the catch-phrases of Sacha Baron Cohen's Kazakh comedic alter ego Borat. A real-world HyFive is being announced by a power broker named Boris. And this is serious business. London Mayor Boris Johnson has announced a program called HyFive, which will see automakers and other entities invest 31 million British pounds ($51 million US) in a demonstration project for hydrogen fuel-cell vehicles. By next year, London will have three hydrogen refueling stations, while there will be one each in the Danish cities of Aarhus and Odense and one in Innsbruck, Austria. Leaders of the program are planning for other stations in Sweden, Germany and Italy. The five participating automakers are BMW, Mercedes-Benz parent Daimler, Honda, Hyundai and Toyota, while other companies involved include Copenhagen Hydrogen Network, ITM Power and Linde. Those OEMs will make 110 fuel-cell vehicles available for deployment in Bolzano, Copenhagen, Innsbruck, London, Munich and Stuttgart. The program represents an effort to address the "chicken or egg?" challenge inherent to establishing a hydrogen fuel cell vehicle market. While the powertrain technology provides benefits by combining fossil-fuel-like refueling times with long driving ranges and zero emissions, establishing a refueling network and building fuel-cell vehicles is prohibitively expensive, especially in low volumes. The London mayor is no stranger to green transportation technology. Late last year, Johnson made himself available for a photo opportunity with Ecotive and Frazer-Nash, which had developed a six-passenger extended-range plug-in taxicab. 280-bhp Elemental RP1 revealed, now with bike-engine option

The Elemental RP1 might be Britain's next big boutique roadster success story. Designed by a team with Formula One experience, it aims to mix road car drivability with racecar performance in a single, adaptable package weighing less than 1,000 pounds. It was first previewed a few weeks ago, but the secrecy has finally disappeared due to its upcoming debut at the Goodwood Festival of Speed. The backbone of the RP1 is a carbon fiber and aluminum tub onto which the front and rear subframes bolt on. Inside, it has an F1-like, feet-up driving position that allows for additional underfloor aerodynamic aids to improve downforce. Despite its hardcore nature, Elemental says that it wants the car to be very user friendly. Buyers should be able to drive the RP1 to the track, adjust it with some wrenches, go racing and drive it home. The company even claims the storage areas to either side of the engine offer enough room for a helmet and other racing gear. Hopefully, buyers don't crash, though, otherwise they might be stuck. Elemental is adding two more engine options for the RP1, as well. In addition to the previously announced tuned Ford 2.0-liter EcoBoost with 280 horsepower, buyers can also choose a upgraded version of Ford's three-cylinder 1.0-liter EcoBoost or a model aimed at pure track use with a 999cc Honda Fireblade motorcycle engine. The 2.0-liter uses a six-speed sequential manual gearbox, and a limited-slip differential and alternate gear sets are available as additional options. The first RP1s built will be pure racers for the 2015 season, and the first road cars will follow in the early summer of next year.
