Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Recharge Wrap-up: Tesla is for Mistresses; Yo, free Smart ED rides!

Smart used the Yo app to give free test rides to San Franciscans last week. Yo is a free app wherein users tap a username to send a notification that simply says "Yo" to the recipient. Signs at locations in the Mission and SoMa neighborhoods gave instructions to send a Yo to SmartUSA for a free ride anywhere in the city. Three of the eight Smart vehicles used for the promotion were the Smart Fortwo Electric Drive. The event allowed people to see how well suited the cars are to the city, particularly when it comes to San Francisco's parking problems. It also saved users the fare of an Uber or Lyft hire. Read more at TechCrunch. Zipcar has added the 2014 Honda Fit EV to its UC Davis fleet near Sacramento, California. The cars will go to the school's West Village, a planned zero net energy community, which plans to generate as much energy as it uses within a year. "Innovations like solar power to help generate the electricity needed to charge the EV," says Dan Sperling, founding director of the school's Institute of Transportation Studies, "and fully zero emission car sharing moves us aggressively toward a sustainable future." California is one step closer to adding 15,000 new green HOV stickers after a bill was approved by the state Senate. Now the bill must go up before the California State Assembly for approval before it can be signed by Governor Jerry Brown. The bill will raise the total number of the green HOV stickers for plug-in hybrids to 70,000. Raising the cap on the green decals, which allow owners use of the carpool lanes, could encourage more California drivers to buy a PHEV. Read more at Inside EVs. The Tesla Model S made a star appearance on the ABC television show Mistresses. In the episode "Choices," the character Joss receives the car as a gift from her fiance, but is not all too happy about it, seeing it as putting her in a position of dependency. "I could never in a million years afford that Tesla," Joss complains to her friend. "How am I ever supposed to get mad at him when he can hold a Tesla over my head?" Honda replaces CEO Takanobu Ito with Takahiro Hachigo

At its upcoming shareholders' meeting in June, Honda is set to make a raft of changes to its senior personnel, including new board members, directors, auditors and operating officers. But the most pivotal of the new appointments will see the replacement of its president and chief executive. That job currently belongs to Takanobu Ito, who will step down in June and hand the reins over to Takahiro Hachigo, subject to ratification by the shareholders. Hachigo-san has been with Honda since 1982, rising up the ranks and holding a series of key executive and R&D posts with the Japanese automaker in locations around the world – including here in the United States, where he spearheaded development of the original Odyssey minivan and directed the company's American R&D center. He subsequently headed Honda's European operations and currently serves as its most senior officer in China. He's 55 years old. He takes over from Ito-san after a tumultuous period for Honda. Ito, 62, joined Honda in 1978 and similarly rose through the R&D ranks, holding some of the same positions along the way that Hachigo would later, albeit more focused on the company's operations at home in Japan. Ito took over as president and CEO in 2009, steering Honda through a difficult period marked by fluctuating currencies, the tsunami disaster of 2011 and flagging quality issues that have forced Honda to issue unprecedented recalls, focusing much criticism on Ito's leadership. Honda recently recalled millions of vehicles that were fitted with Takata's faulty airbag inflators, which had the unpleasant tendency to spew shrapnel at consumers. Ito will remain on board as a director and advisor, but what we'll be most interested to see is the direction in which Hachigo will take the company. Under Ito's leadership, Honda has brought back performance icons like the NSX and Civic Type R, launched innovative environmental technologies, delved into aerospace with the HondaJet and re-entered Formula One. One of Hachigo's first priorities will undoubtedly be to restore the company's reputation for quality, but we'll have to wait and see what (if any) sort of new and exciting developments he'll spearhead once he takes office.
