Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Zipcar, Honda announce OneWay carsharing with 2015 Fit

Zipcar has been around for over a dozen years, and now shares more than 10,000 cars on a short-term basis with 850,000 members around the world. But there's been one thing missing from the carsharing giant's quiver of options: the one-way rental. That changes today. For a select few in Boston, anyway. OneWay's Boston launch is so soft that Zipcar says it's not even sure how much it will charge. Zipcar has announced a new one-way carsharing option called (annoyingly) ONE>WAY. This new program soft launches in Boston today, and it's so soft that Zipcar says it's not even sure how much it will charge drivers who use the new service. What we do know is that OneWay exclusively uses the 2015 Honda Fit and will allow drivers to rent by the half hour as they pick up and drop off in two different locations. The standard Zipcar model requires the cars to be brought back to the original location and has a one-hour minimum. At least one membership fee will cover both standard Zipcar and Zipcar OneWay. The introduction of shorter-term, one-way rental may sound a bit like Car2go, the successful carsharing program started by Daimler. Zipcar representatives told AutoblogGreen that it did develop OneWay in response to member demand and that there are two main differences between the two carsharing services. First, since OneWay still uses the traditional reserved-for-Zipcar parking spot method (new ones will be established for OneWay), there will always be a guaranteed space when you arrive at your destination. Second, the Fit has a lot roomier than the Smart ForTwo used by Car2go. To see this point in action, check out the four happy hipsters in Zipcar's new ad for OneWay below. There are currently other Fits in Zipcar fleets in other cities, but the specially branded vehicles in the Boston trial program will need to be used with the OneWay vehicles. That means, for now at least, that users will specify a pick-up and drop-off location before renting the vehicle, said Kaye Ceille, the president of Zipcar. The 30-minute minimum might also someday be changed, depending on user feedback. There's a lot up in the air right now, but Zipcar did say that despite the fact that OneWay is intended for short trips and has reserved parking, the Fit EV will not be involved. That car simply doesn't offer the cargo flexibility that the standard Fit does and some of the reserved parking spots will be on the street, where putting in a charging station isn't feasible.

Honda slowing US production due to ports dispute

The labor dispute that idled 29 ports on the West Coast last the weekend, including Los Angeles and Long Beach, CA, is about to make its effects felt on the showroom floor, according to Reuters. Honda, Toyota and Subaru have been trying to work around the labor disagreement, cutting overtime and airlifting parts to factories, but Honda says parts shortages at plants in Indiana, Ohio and Ontario, Canada, are now severe enough to impede production. The lack of transmissions and some electronic components will slow output of the Honda Accord, Civic, and CR-V – as well as unnamed Acuras. The three affected factories will rework their production schedules from Feb. 16-23. The ports have reopened this week, and US Labor Secretary Tom Perez has flown to San Francisco to mediate a new agreement between the 20,000 dockworkers represented by the International Longshore and Warehouse Union and the Pacific Maritime Association, which represents the terminals and shipping companies. Talks have been going on for almost nine months and the issues aren't settled; meanwhile, the West Coast ports that handle half the nation's maritime cargo and 70 percent of cargo from Asia are putting all kinds of industries on the ropes, and it's estimated to cost the economy $2 billion a day.
