Former NHTSA chief may lead automaker-backed Takata investigation

An automaker-led effort may see the former head of the National Highway Traffic Safety Administration take on the probe into the Takata airbag inflator disaster. A coalition of at least ten automakers is in talks with former NHTSA administrator David Kelly, with unnamed sources familiar with the discussions telling The Wall Street Journal he is "among those we are considering to coordinate" the investigation.The Detroit News, meanwhile, is reporting he could be hired "in the coming days." Takata, the Japanese seatbelt and airbag manufacturer, has been the center of a defect scandal since last year. Takata is under fire for air bag inflators that can explode, shooting out metal and plastic pieces. At least five deaths and dozens of injuries have been linked to the problem worldwide. Earlier this year, Honda Motor Co., the automaker with the biggest exposure to the defective Takata air bags, was fined $70 million in the U.S. for not reporting to regulators some 1,729 complaints that its vehicles caused deaths and injuries, and for not reporting warranty claims. It was the largest civil penalty levied against an automaker. Should he take the role, Kelly would be at the fore of an investigation being assembled by an alliance of ten automakers, which includes the Detroit Three and Honda. Toyota first suggested a joint investigation back in December, The Journal reports. Kelly's goals, meanwhile, will be many. The Detroit News reports that questions abound regarding not only the recalled airbag inflators and the conditions that cause them to fail, but the whether the replacement units will have similar problems in the future. The automaker committee is far from the only one analyzing the airbag issue. Takata has assembled its own panel, led by former Secretary of Transportation Samuel Skinner, while NHTSA's deputy administrator, David Friedman, has brought in an outside engineering firm to investigate the inflators, The Detroit News reports. Separately, on Friday Takata Corp., the Japanese seatbelt and air-bag maker at the center of a defect scandal, is expecting more red ink for the fiscal year through March. It is projecting a 31 billion yen ($264 million) loss, worse than the previous forecast for a 25 billion yen ($214 million) loss, despite higher sales expected for the fiscal year. Ten automakers have recalled about 12 million vehicles in the U.S. and about 19 million globally for problems with the air bags.

Driver saved from sinking car in Houston by live news reporter

Heavy rains in Houston, Texas, have turned some roadway underpasses into temporary lakes. While covering the adverse weather, a reporter named Steve Campion engaged in what may be the most half-hearted rescue attempt ever captured on video. The whole clip is a slow-motion disaster that's hard to look away from. The reporter and a cameraman are already on the scene when a driver in a Honda Insight arrives and thinks he can ford the deluge. The plan fails immediately, and the car is quickly in too deep. Despite trying to reverse out of the bad situation and even turning on the windshield wipers, this guy is stuck. Floating, in fact. Campion doesn't even try to hide his contempt and confusion as this unfolds in front of him. "Why are you doing that," the journalist initially asks. He and the cameraman don't leap to action at this scene, either. "What do we do? I don't want to..." the reporter says. The Insight driver seems to be in shock, seemingly unable to process the situation even as his vehicle is sinking. Eventually, the reporter and cameraman convince the guy to leave his vehicle. By the time the driver gets to dry land, his Honda is barely visible above the water. The Honda owner seems unharmed, but the reporter probably doesn't deserve much credit for the rescue, regardless of how it's portrayed on KTRK in Houston. See if you agree after watching the video. Powertree Services plans to build solar-powered EV charging at San Francisco apartment buildings. The group will rent parking spaces at apartment buildings and put solar panels on the roof. Tenants with EVs can pay a monthly fee to charge their cars at their own apartments and Powertree Services parking spots around town. It takes the responsibility of building and maintaining the chargers off the building owners, but provides them with some revenue from renting the space to Powertree. Read more at Treehugger. The market for environmentally friendly cars will remain strong despite cheap oil prices, according to IHS Automotive Advisory Services. James Chao, director of the company's Asia-Pacific region, says his clients are still very focused on fuel economy. IHS has predicted green car production to triple by 2020 from 2014 figures. Hyundai and Kia, who are clients of Chao, have new EVs, hybrids, plug-in hybrids and fuel-cell vehicles on the way - a seemingly "unfocused" plan that Chao defends. "Especially at times when uncertainty is dominant, it could well be referred to as being prudent," he says. Read more at The Korea Herald. Honda has released its annual North American Environmental Report. In the report, Honda notes environmental progress it has made over the last year in a number of areas. It points out the introduction of the 2014 Accord Hybrid and the FCV Concept. It enumerates reductions in greenhouse gas emissions in transportation, use of its products and even from Honda's suppliers (however, there was a 0.7 percent rise in CO2 emissions during manufacturing due to, or rather "despite a significant increase in production"). Honda is using less water, and producing less waste - only 0.8 kilograms are sent to the landfill per car manufactured.
