Honda underreported 1,729 claims of injuries or deaths since 2003

Among these underreported cases were eight Takata airbag inflator ruptures not submitted. Following an independent audit of its safety reporting procedures, Honda has found massive holes in its methodology and practices that resulted in 1,729 claims of injuries or deaths going unreported to federal authorities dating back to July 2003. The cases should have been submitted to the National Highway Traffic Safety Administration as part of its quarterly Early Warning Reports (EWRs) under the TREAD Act, but they fell through the cracks for a variety of reasons. Honda blames the underreporting on three factors: data entry errors, computer coding problems and "an overly narrow interpretation of what constituted a 'written notice' under the TREAD Act." The first two issues were related to the computer program that collected the claims. If employees didn't enter a date in the "written claim received" field, then they were omitted from the EWRs. Also, the company's internal component codes didn't always match those used by NHTSA, and only the ones that were the same were disclosed. Finally, third-party documents, including police reports, were not considered. Honda says the computer error is now corrected, and the company is updating its data entry training. In the future, written and oral claims will be included in EWRs, as well. Among these underreported cases were eight Takata airbag inflator ruptures not submitted in Honda's EWRs, including one death and seven injuries. However, the automaker claims NHTSA was already aware of all of these incidents either from the agency's own records or from the company's notification outside of the EWR process. Unfortunately, this problem could have been stopped much sooner. The issue was first brought to light in 2011 but didn't result in a followup. NHTSA advised the automaker of discrepancies in January 2012, and it still did nothing. This third-party audit wasn't commissioned until September 2014. "Honda acknowledges that it lacked the urgency needed to correct its problems on a timely basis," it says in the announcement. Separately, the Japanese government is starting an investigation, as well. According to Reuters, the Japanese Transport Minister has created a task force to look into the Takata recalls and find out whether Honda under-reported incidents there. Honda's slate for Tokyo Auto Salon includes S2000 revival, many Mugens

Honda has pulled back the covers on what we can expect to see at the 2013 Tokyo Auto Salon, including what looks to be an S2000 refresh some four years after the convertible left production. The S2000 Modulo Climax is an "exhibition model" based on the old roadster, but features updated front and rear fascias as well as an interior trimmed out in black and burgundy. Beyond that, details are scarce as hen's teeth.
Honda will also show off a number of vehicles based on the N-One mini, including the N-One Modulo Style, Mugen Racing N-One Concept and an N-One worked up by the Japan Nailist Association. That last creation features plenty of rhinestone decoration. (We wish we were joking.) Mugen will also display a tarted-up CR-V Design Study as well as the CR-Z Mugen RZ: a 300-unit specialty vehicle.
Meanwhile, the manufacturer's motorcycle arm will show off the Goldwing F6B, previously seen at EICMA 2012 as well as the CB1300 Super Four Special Edition and the NC700X. Latest Honda promo film is a Never Ending Race against emissions

A new Honda promotional video shows clips of a hazy, smog-choked Los Angeles in the 1960s and 1970s, and then gives the company credit for its lead role in cutting vehicle-emissions by a factor of one thousand since 1970. Self-serving? Sure. Then again, this LA-native reporter born in 1970 can't help but be somewhat appreciative. The nearly five-minute video takes a tour through Honda history, showing the Japanese automaker using its experience designing race cars to help develop smaller engines such as its four-cylinder CVCC. An early proponent of California's Clean Air Act, Honda recounts its low-emissions history with the first production low-emission vehicle (the 1996 Civic) and the first production ultra-low-emission vehicle (the 1998 Accord), and says it's approaching "near zero emissions" for its new cars. For anyone keeping track, the US Environmental Protection Agency (EPA) said late last year that Honda's 2013 model-year vehicles averaged an even 27 miles per gallon, and that's with a fairly limited number of hybrids and plug-ins sold. That number was up from its 26.6 mpg in 2012 and second only to Mazda's 27.5 mpg among the major automakers. The overall 2013 average was 24.0 mpg.
