Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well."

Honda will begin sales in Japan of the Legend Sport Hybrid SH-AWD in January. The Legend is Japan's answer to the Acura RLX Sport Hybrid sold in the US. Up front, the new flagship sedan uses a 3.5-liter V6 with cylinder deactivation and a seven-speed, dual-clutch transmission with integrated electric motor. In the rear, a dual electric motor unit supplies power to the wheels. The three electric motors are also used for generating electricity during deceleration. The car has three drive modes, including EV Drive, Hybrid Drive and Engine Drive. The result is a fuel economy rating of 40 mpg, according to the JC08 cycle. While Jay Leno explains how marketing early electric cars toward women caused them to lose out to internal combustion, the same can't be said about the current era of EVs. Leno says that early EVs, like Leno's beloved Baker, appealed to women because they were quiet, clean, and didn't require cranking to start them. This led to accessorization marketed toward women, causing men - who had more buying power than women at the time - to shy away from EVs. GKN's two-speed eAxle allows EVs to make the most of both acceleration and top speed. Single-speed transmissions must sacrifice top speed for acceleration, or vice versa. In addition to improving performance at all speeds and increasing range, the GKN's eAxle also performs well in terms of NVH, providing seamless shifts and low gear noise. An alternative fuels researcher at Middle Tennessee State University will drive a truck powered by chicken fat biodiesel across the country. Professor Cliff Ricketts is driving a converted 1981 Volkswagen Rabbit pickup from Key West, FL to Seattle, WA to demonstrate the viability of chicken fat as a fuel. 2014 Honda Civic Hybrid now available nationwide, CNG model in 37 states [UPDATE]

As promised, the 2014 Honda Civic is about to get a little green update. A hybrid gas-electric version will join the standard 2014 Civic in Honda showrooms nationwide tomorrow and a natural gas-powered model will join the party on February 15th, but only in 37 states. Both new models will get the updates that Honda applied to the other 2014 Civic models, including a seven-inch touchscreen display audio and expanded view driver's mirror, which are both now standard. Read our review of the 2013 Civic Hybrid here but note that enough has changed with the new model to go from an EPA rating of 44 miles per gallon across the board to 44/47/45 city/highway/combined. The CNG model is rated at 31 mpg in all three categories. The 2014 Civic Hybrid will start at $24,635, while the compressed natural gas (CNG) Civic aims a bit higher, starting at $26,640. If you're happy with earlier versions of the CNG Civic, then you'll be happy to know that 2012 MY vehicles at participating Honda dealers still comes with a $3,000 fuel credit that can be used at Clean Energy stations, the largest brand of public compressed natural gas (CNG) stations in the US. If you don't have a Clean Energy station in your area, the Civic CNG comes with a $2,000 prepaid debit card to be used at other refueling stations. We've asked Honda for information on which 13 states will not offer the CNG model and will update this post when we get that information. UPDATE: The 37 states are now available below.
