Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well." 

Honda insiders push for Acura NSX Type R sans hybrid tech

With 500 horsepower on tap from a sophisticated hybrid powertrain, there's plenty to love about the new Acura NSX. If the more performance-oriented elements within the Japanese automaker get their way, it could get even better. Speaking with one of the NSX project's chief engineers Nick Robinson at the launch of the new supercar, Autocar reports that there's an effort underway to develop an NSX Type R. Following a much-loved formula, the more extreme variant would pack even more power than the existing version, unburdened by excess weight. A big part of the targeted weight savings would come from ditching some of the heavier components from the hybrid system. The electric motor at the rear could stay to serve as alternator, starter motor, and flywheel. But the electric motors at the front would go, helping to shed a few hundred pounds. Throw in some lightweight materials and we'd be looking at a considerable weight reduction. It could even integrate some active aerodynamic elements that were excluded from the NSX on the road to production. Though the project may still be a ways off from getting the green light, but Robinson and some of his colleagues are working on prototypes ostensibly to make the case. He and his brother James (a powertrain engineer at Honda) will be driving a pair of NSXs at Pikes Peak this year – one that's as close to showroom stock as the regulations will allow, but the other will be closer to what they have in mind for a Type R. It'll ditch the hybrid system and put an electric compressor in its place to eliminate any turbo lag and produce even more power than the existing model. Now if they can only get the go-ahead from the higher-ups at Honda. Honda Civic Tourer caught testing ahead of 2014 launch

Honda showed off its Civic Tourer concept at the Geneva Motor Show in March, and at that time, we were told that a production version would be coming to market in the very near future. Obviously, the sleek lines of the concept car will be dumbed down slightly for consumers, but that doesn't mean the Civic wagon will be a bland machine. The Euro-spec Civic's angular front end looks like it will blend nicely with the rakish rump that we saw on the concept.
Our sources suggest that not only will the Civic Tourer be a class-leader in terms of cargo capacity, but it will likely be a pretty engaging car from behind the wheel, as well. Honda is hoping that the Tourer will account for roughly 20 percent of all European Civic sales after it goes on sale.
