Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Honda recalling 1,400 units of 2016 Pilot to adjust seatbelts

Just as the new model starts arriving at dealers, Honda is already recalling the 2016 Pilot in order to adjust the third-row seatbelt positioning in some of them. The National Highway Traffic Safety Administration reports this campaign covers 1,358 vehicles. However, Honda asserts that only a tiny number of owners actually need to bring their crossover into their dealerships for repair. Honda discovered during quality checks at the factory that the third-row seatbelt could be trapped between the seat and the side of the vehicle. This could pose a safety issue to passengers back there. The affected examples have build dates between May 4, 2015, and June 5, 2015. Because the 2016 Pilots were just launching when this problem was discovered most of them were still at the factory, in transit, or at dealers. According to Honda, only 269 of the affected examples actually made it to owners. The automaker got in contact with these customers to reposition the seatbelt. There are still 20 left that need to be checked, and this issue isn't responsible for any reported crashes or injuries. Leno meets the nicest people on his bored-out Honda CB750

Jay Leno's Garage is back to its tried-and-true formula this week with Jay taking a close look at a seriously cool vehicle with a guest. This time he invites in Adam Gaspic from Gasser Custom to take a look at a highly customized 1975 Honda CB750.
The bike is really an amalgam of styles from different eras and various Honda parts. Its looks are inspired by '50s hot rods with its white-wall tires and satin, metallic fuel tank, but there is a little British café racer in there, as well. A digital instrument panel and LED turn signals lend an air of modernity to it, too. Mechanically, the bike rides on a modified '75 frame with the front and rear suspension from an '80s Honda. However, the pièce de résistance is its engine, bored out to 836cc with additional head work and a custom exhaust.
Once on the road, the bike really sings. It sounds just the way a classic Japanese motorcycle should with a mix of whine at high-revs with rumble down low.
