Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.

Ford recalls select Explorer, E-Series vans

Just a few days ago we brought you news that Ford had issued a recall on 28,000 units of the Edge crossover for problems related to the fuel line. But now the Blue Oval has issued recall notices on two more of its larger vehicles.
The first relates to the Explorer, 395 examples of which from the 2011 and 2012 model years were found to have problems with their steering systems if they underwent service after September 1, 2013. An apparent software glitch could lock the steering gear, preventing the driver from steering the vehicle and thereby increasing the risk of a crash. As a result, Ford dealers are being instructed to check their records to identify the problematic vehicles and bring them in to have the steering gear replaced. The second problem revolves around E-Series vans that may develop bubbles in their windshields under hot temperatures. The decrease in visibility through the problematic windshield could - you guessed it - "increase the risk of a crash." As a result, Ford is calling in 4,532 units of the E-150, E-250, E-350 and E-450 vans built in the relatively short window between May 12 and May 26, 2011. Mulally will stay close to Ford after he steps down, plans to advise Fields [w/video]

Ford CEO Alan Mulally has less than a week left in his role of leading the Blue Oval before he hands off duties to Mark Fields on July 1. It doesn't look like Mulally is going to be shuffling off into his retirement anytime soon, though. The 68-year-old is being rather secretive about his next move, but he tells Bloomberg in a recent interview that he plans to stay close to Ford. Also, if Fields wants to ask for any advice, Mulally is happy to help.
Mulally took over at Ford in 2006 and led the company through a seriously rough patch in the auto industry. According to Bloomberg, he became famous or his Thursday meetings where executives were forced to deal with any problems before they could leave. Since announcing his retirement from Ford in May, Mulally has been insuring a smooth transition of power by traveling the world to all of company's major locations and saying goodbye to employees and dealers.
In terms of the future at Ford, Mulally doesn't predict any big changes in management style because the rest of the executive team is staying in place. He believes that Fields is going to maintain the processes already in place to keep things going. After all, it seems to be working. The company is predicting a return to profitability in Europe next year and is opening 88 new dealers in China. If the business could get its recalls under control, things could get even better.
