Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.

At the morning plenary session for the 21st World Congress on Intelligent Transport Systems (ITS) in Detroit today, Ford discussed a wide variety of topics, including connected cars (of course), plug-in vehicle and how Ford's collaboration with Zipcar came about because of he liked what the Zipcar CEO was excited about getting cars off the road. Given that the conference has a big focus on communication between cars this year, it's no surprise that Ford talked about his company's work on that front. He's looking at the long term, though, and says that despite announcements like the one General Motors made yesterday about Super Cruise, when fully autonomous vehicles get here, it won't be headline news since the ground work is being laid by technologies coming to cars in bits and pieces now. He was discussing the emissions reality of coal-powered electricity, and said that, "We've got to have a national discussion about what we want our grid to look like." As for the work that Ford is doing with Zipcar (which is just one of the many automaker carsharing operations out there today), Ford said that he first approached Zipcar CEO Scott Griffith after hearing Griffith talk at a green conference four or five years ago. Griffith was surprised, Ford said, because he had just given a talk about ways to reduce car ownership. "Did you hear my speech? I talked about taking cars off the road," Ford remembers Griffith saying. "Yeah, and what's going to happen without us," Ford responded. Today, the partnership allows Ford to get cars to people that have traditionally been "hard to reach," like college students on campuses. Ford's vehicles are currently available on 250 colleges campuses. Ford then spoke favorably about other challenges to the traditional car ownership model, like Lyft and Relay Rides. "Rather than being frightened by that, we need embrace it and help makes their companies better," he said.

Ford is set to make waves offering the Mustang with a turbo for the firs time since the small-volume SVO of the 1980s. Displacing 2.3 liters, the engine's twin-scroll turbo should help the four-cylinder turn out a projected 305 horsepower and 300 pound-feet of torque, while also returning the best fuel economy in the Mustang's engine lineup. As we said in our Deep Dive, the EcoBoost will be slotted in as a premium engine, above the 3.7-liter V6 but below the 5.0-liter V8.
Speaking of that high-revving eight-cylinder, it's receiving a new cylinder head with high-flow ports. The intake and exhaust valves are larger and the cams have been replaced, among other tweaks. It should rev even higher thanks to a rebalanced crankshaft and forged connecting rods. Ford is still claiming a projected 420 hp and 390 lb-ft, although as many of the changes for the 2015's V8 come from the 2013 Boss 302, we're going to assume there's some sandbagging at work.
