Ford, Volvo, Google, Uber and Lyft form self-driving alliance

Five companies arguably leading the worldwide effort to develop autonomous cars said Tuesday they're forming an organization to lobby the federal government to better prepare America's roads for self-driving technology. The founding members include some of the biggest companies in the automotive, autonomous, and ride-sharing realms – Ford, Google, Lyft, Uber and Volvo. Operating as the "Self-Driving Coalition for Safer Streets," they aim to work with lawmakers and regulators to clarify a disparate set of rules and regulations at both the state and federal levels that could hinder the deployment of autonomous cars. "The U.S. risks losing its leading position due to the lack of federal guidelines for the testing and certification of autonomous vehicles." – Hakan Samuelsson David Strickland, a former administrator of the National Highway Traffic Safety Administration who issued the first set of autonomous-related policies in that role (pictured below), will serve as the group's counsel and spokesperson. "The best path for this innovation is to have one clear set of federal standards, and the Coalition will work with policymakers to find the right solutions that will facilitate the deployment of self-driving vehicles," he said in a written statement. In January, Transportation Secretary Anthony Foxx said his department would accelerate efforts to craft such federal standards. Those efforts include holding two public hearings on standards, the second of which is scheduled to be held Wednesday in Palo Alto, California. Foxx signaled the intent to deliver them by June. Google has been leading the efforts to ensure such standards are national in scope, warning their cars could run afoul of state-specific laws should they cross state borders or if standards varies between the federal efforts and regional ones. The complexity of such efforts was underscored recently, when NHTSA agreed that Google's software could be considered the driver of a vehicle for the purpose of meeting federal motor vehicle standards, an interpretation that would conflict with preliminary California rules that mandate a licensed driver operate a self-driving car that comes equipped with human controls like a steering wheel and brakes. At South By Southwest last month, Jennifer Haroon, Google's self-driving car business leader, said the company couldn't accomplish its goals under those regulations.

Meet the Greenest and Meanest vehicles of 2016

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. For one thing, this is the first Greenest list that doesn't have any purely internal combustion engine powertrain on it. Hybrids, yes, but if you want to be one of the top 12 greenest cars this year, you'd better have some sort of electric angle. ACEEE says that the conventional, gas-powered Smart Fortwo and Chevrolet Spark just missed the cut. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory. Recharge Wrap-Up: Tesla, CarCharging and the EPA

Credit Suisse analysts are bullish on Tesla. The group gives the electric car company's stock an "outperform" rating with a target price of $325. For its continued success, Credit Suisse cites the vehicles' superior technology, in turn offering more torque, roominess and reliability. Says analyst Dan Galves said of Tesla's competition with ICEs, "If Tesla can get to cost-parity with Internal Combustion vehicles and still offer $1,400 to $2,500 per year fuel savings to the consumer, it won't be a fair fight." The Tesla app is adding this functionality soon, perhaps with the update to iOS 8. It's not yet clear how this function will work, but it's one more innovative convenience feature that Model S owners can enjoy. CarCharging Group has remotely lowered the amperage on some of its residential users' Blink charging stations to 24 amps. This will slow down the charging time for affected customers with 6.6-kilowatt charging by about 15 percent. The company cited safety reasons for the move, with concerns about overheating. The amperage reduction is temporary, until CarCharging is able to provide replacement parts for the chargers. Some are concerned about the delayed action, as well as the fact that the reduction was handled without owner permission. Read more at Plugin Cars. Ford is halting test drives and sales of certain C-Max hybrid and Focus models due to a safety concern. Cars made during a single week this month at a Michigan factory may not have enough ball bearings in the steering gear assembly, which could lead to loss of control. None of the affected cars have been sold, Ford says, and about 50 units are currently at dealerships. Just over 600 will need to be recalled. Dealerships have been notified of the problem. The report shows a 66-percent reduction in benzene, almost 60 percent reduction in mercury from man-made sources, 84 percent less lead and more.
