Weekly Recap: Volvo buys Polestar, makes performance a priority

Volvo is taking its performance business in-house, and the Swedish carmaker announced Tuesday that it bought tuning company Polestar, which has long been known for producing sporty Volvos. The move allows Volvo to ramp up its performance business, and it plans to increase Polestar-branded vehicle sales to 1,000 to 1,500 annually, up from the 750 total projected for this year. The companies have been working together on motorsports projects since 1996. Financial terms of the sale were not released, and Polestar workers will move over to Volvo. Former Polestar owner Christian Dahl will keep control of the Polestar racing team and operate it under a new name. In addition to sales volume, Volvo has ambitious plans for other parts of Polestar, including its aftermarket business. Volvo also said it will use its twin-engine hybrid technology for Polestar models in the future, though specifics and timing were not revealed. Meanwhile, Volvo announced it will offer a run of 265 total Polestars in the United States for the 2016 model year, with S60 and V60s available. "Driving a Volvo Polestar is a special experience. We have decided to bring this experience to more Volvo drivers, placing the full resources of Volvo behind the development of Polestar as the model name for our high performance cars," Volvo CEO Hakan Samuelsson said in a statement. California has celebrated the groundbreaking of the country's first high-speed rail system. The ceremony took place in Fresno, in the San Joaquin Valley, situated along the line's initial route through California's Central Valley. The train will travel at speeds of up to 220 miles per hour, delivering passengers from San Francisco to LA in less than three hours when finished by 2029. California eventually plans to extend high-speed rail service north to Sacramento and south to San Diego, with a total of 24 stations. The project is expected to cost a total of $68 billion, but could potentially ease road and air traffic, as well as the pollution that comes with it. Ford outlined its Smart Mobility Plan at the 2015 Consumer Electronics Show in Las Vegas. It includes 25 global mobility experiments designed to provide insights into the future of transportation needs around the world. EPA says fuel economy test for hybrids is accurate

The EPA says it stands behind its fuel economy test for hybrid vehicles following controversy about the testing process after Ford C-Max Hybrid customers and automotive journalists alike struggled to achieve 47 miles per gallon, the advertised mpg number, Automotive News reports. Ford responded to the issue almost two weeks ago by claiming that a 1970s-era EPA general label rule was responsible for the inaccurate mileage numbers, rerating the C-Max Hybrid's mpg numbers and offering customers rebates. Ford later said it didn't overstate the C-Max Hybrid's fuel economy and that it was surprised by the low numbers.
Ford technically didn't do anything wrong because it was following the general label rule, but agency regulator Christopher Grundler says the automaker was exploiting a loophole when it came up with the hybrid C-Max numbers, and that the testing process remains accurate. The general label rule allows vehicles that use the same engine and transmission and are in the same weight class to share fuel economy numbers, but it doesn't take into account other factors such as aerodynamic efficiency, which affects hybrids more drastically than non-hybrid vehicles. Ford originally used the Fusion Hybrid economy figures for the C-Max Hybrid and claimed the engineers didn't realize that its aerodynamic efficiency would affect fuel economy as much as it did.
