Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well."

It's no surprise that a car reviewer will drive a large number of cars over the course of a year. Indeed, when the clock strikes midnight on Dec 31, I will have driven 75 new cars, trucks and SUV this year (and one old Peugeot) over the course of weekly evaluation loans and first drive events. Yet in the spirit of this day, I thought I'd pick the 10 that I would love to see under the Christmas tree tomorrow morning. You know, just in case you were looking to get me something. I'll also throw in a couple disappointments that were memorable for the wrong reasons. They'd get sent back to the store on Boxing Day. As a devout lover of GT cars, the LC ticks all the boxes. Muscular and characterful engine? V8, check. Beautifully made and memorable interior? It's gorgeous, to hell with Remote Touch. Check. Comfortable and reasonably practical? Superb seats and, uh, yeah. Makes me want to stand there and stare at it? You bet. Though I long figured my heart would say LC but my head "Porsche 911," after this go-around, that's no longer the case. Only 150 will be produced each year, and it's a far more special thing than it would initially appear. And that's despite initially appearing to be a beautiful, classic two-door GT car with a roof so rakish it's only possible because it's made of carbon fiber. That itÂ’s a massively powerful plug-in hybrid with more all-electric range than any other PHEV is a thick dollop of whipped cream on a slice of Toscakaka. You know, Swedish dessert, Swedish car. And despite this, the V60 Cross Country scratches that certain wagon itch and looks sensational to boot. I wish it were available with the T8 plug-in hybrid powertrain, but it's best not to get greedy at Christmas.

FBI Seizes Computers, Listening Devices From Ford Headquarters

FBI agents searched Ford Motor Company's headquarters in Dearborn, Michigan, this month as part of an investigation into possible corporate espionage. Eight devices, along with documents, computers and financial records, were among the items seized by federal agents on July 11, according to documents obtained by The Detroit News. The FBI searched Leach's home on June 20 and seized more than two dozen items in that search, Reuters reported. Former engineer Sharon Leach, a 17-year Ford veteran of company, was fired last month, according to The News, which first reported the story. She admitted to placing recording devices under conference tables before meetings. She told Ford security she used the recordings to assist in her meeting notes. She couldn't remove the devices after meetings without drawing attention to herself, leaving the devices to record other meetings. Leach has not been charged for any wrongdoing. Former federal prosecutor and Wayne State University law professor Peter Henning told The News that using a search warrant, rather than a subpoena, shows the FBI suspects more employees could be implicated. "If it's an economic espionage case or trade-secrets case, that rarely involves one individual," Henning told The Detroit News. "So the concern is if you send a subpoena and ask for recording devices, those things can be erased." Leach, Ford and the FBI declined to comment on the investigation.
