Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.

Ford F-150 EcoBoost in NHTSA probe for acceleration issue

According to Automotive News, the National Highway Traffic Safety Administration is launching a probe into 400,000 Ford F-150 models over possible acceleration problems. According to the article, NHTSA has received 95 reports "alleging incidents of reduced engine power during hard accelerations" on 2011 to 2013 F-150 models equipped with the company's 3.5-liter EcoBoost V6 engine.
Automotive News reports that Ford has issued three technical service bulletins "related to intermittent stumble/misfire on acceleration from highway cruise in humid or damp conditions," according to the government agency's documents. About one third of the 95 reports NHTSA has received cited humid or rainy conditions when these problems allegedly occurred.
These technical service bulletins have allowed dealers to address a "condition related to moisture accumulation in the charge air cooler during extended highway cruising at constant throttle in humid or damp conditions," AN reports, citing NHTSA documents. Furthermore, the TSB outlines details for "reprogramming the powertrain control module with the latest calibration and installing a new CAC and air deflector plate."

The phenomenon was big enough to make news in 2006, then in 2008, in 2011, in 2012, in 2013, and again last year: a big move in gas prices means a big move in alternative-fuel-vehicle sales. The Ford Focus Electric presents the greatest disparity, with the average transaction price of $25,168 representing a 16.1-percent saving off its $29,995 MSRP. The Kia Optima Hybrid and Toyota Prius also snagged spots in the top five, with the Kia offering a 10.7-percent discount and the Toyota a 10.1-percent discount. One hybrid managed to show up among the top five lease offers, too: the Lincoln MKZ Hybrid is just $315 a month for 36 months after $3,875 down in some markets. Alt-energy vehicles got bumped out of the top five finance deals, however. That was dominated by light trucks and, oddly, two subcompacts. The press release below has more details.
