Bosch fined $57.8 million by DOJ for price fixing and bid rigging

The US Department of Justice has been investigating bid rigging and price fixing among automotive parts suppliers for years, and so far the agency has leveled nearly $2.5 billion in fines against 34 companies. The latest business to be caught in this ongoing crackdown is Germany's Robert Bosch GmbH (Bosch), the world's largest independent auto component maker, and it agrees to pay a $57.8 million criminal fine to the Feds. According to the DOJ, Bosch has agreed to plead guilty to pricing fixing and bid rigging for spark plugs and oxygen sensors supplied to the former DaimlerChrysler, Ford and General Motors. The rigging is said to have occurred between January 2000 and July 2011. Bosch also allegedly played foul with starter motors sold to Volkswagen from January 2009 until at least June 2010. Bosch and other companies allegedly conspired on the pricing for bids to submit to automakers, and sold the parts at noncompetitive prices. The DOJ filed a one-count felony charge in US District Court for these actions. The company's plea is still subject to court approval, though. Bosch is only the third European company to be charged in this investigation, according to the DOJ. So far, many of the fined businesses have been from Japan, including Takata, NGK and others. Some execs have claimed price-fixing has been the standard operating procedure in the auto parts industry for a long time. Ford's cars being held up in Chinese ports in trade tensions with U.S.

BEIJING — Ford Motor Co's imported vehicles are being held up at Chinese ports, three people with knowledge of the matter told Reuters, underscoring how U.S. goods are facing increased customs scrutiny in China amid a tense trade standoff. The three people said Ford and Lincoln vehicles were facing unusual delays at customs, with officials asking for extra technical checks. Two of the people said U.S.-made models of some German carmakers, mainly SUVs, being brought into China, were also affected. Ford was being asked to do extra checks on emission components, said a China-based Ford executive familiar with the matter, asking not be named because of the sensitivity of the issue. China's customs agency did not immediately respond to requests for comment. The holdups add to a growing list of American products facing issues at China's borders, as officials try to avert a full-blown trade war. Some trade experts said they believe Beijing is sending a defiant warning to Washington in response to sweeping U.S. trade demands made on China last week. Reuters reported Tuesday that China had ramped up inspections of pork shipped from the United States, after the country's customs agency said it would step up quarantine checks on American apples and logs. The second person, a China-based industry official with knowledge of the matter, said the delays for Ford — as well as some U.S.-made cars from BMW and Mercedes-Benz — had been going on for the last two weeks. "Customs pretends there are technical non-conformities of some nature that won't allow them to clear these U.S.-made cars through customs, but the U.S.-China trade frictions must be the background to this," he said. "Although no one will officially admit it." Responding to a request for comment from Reuters, a BMW spokesman said that "U.S.-made BMW cars have not been delayed at the ports as of last week and before." A Daimler spokeswoman said it was "monitoring the situation closely" regarding ongoing trade talks between China and the United States, but that she could not speculate further on other matters. The third person said the Ford issue, which had been noted by the United States government, and other holdups facing American goods, were clearly related to the trade dispute. A Ford spokeswoman in Shanghai when asked about the matter said: "We are closely monitoring our situation at the port." She declined to comment further.

How much does it cost for college students to study zero emissions vehicles? At Loughborough University in the UK, a new Advanced Propulsion Centre (APC) is being built at a cost of a billion pounds ($1.7 billion US). The school has just announce that it will fund a number of grad student positions and is creating a new Chair in Advanced Propulsion Systems, which sounds like a fun job to us. We're weird like that. There will be a total of four professor-type positions in the new Center, including the chair, all focused on teaching students about low-carbon vehicle technologies, specifically electric and hybrid ones. The school is investing 1.5 million pounds ($2.5 million) for the new positions. There is a bigger picture as well, a 26-million pound ($44 million) Advanced Combustion Turbocharged Integrated Variable-valvetrain Engine (ACTIVE) project, which uses funds not only from the school but also from Ford and others. The point of ACTIVE is to study Ford's 1.0-liter EcoBoost engine and "improve further its efficiency and ensure it exceeds 2020 emission regulations." This is already a popular engine for the automaker, and it will need to stay at the bleeding edge of efficiency to remain as important in 2020 as it is today. Loughborough University has been working with automakers on advanced energy technologies for years, for example with Rolls-Royce and fuel cells in 2007 and the Lotus Hotfire engine in 2008. University invests GBP1.5M in advanced propulsion research to advance zero emissions vehicles challenge Loughborough University is investing GBP1.5M over five years in strategic research appointments, inspired by the global challenge to develop the new advanced propulsion technologies required for the move to zero emission vehicles. These appointments reinforce the University's world-class research in low-carbon vehicle technologies, adding new dimensions concerned with electric and hybrid drives. Four appointments will be made, including a Chair in Advanced Propulsion Systems, supported by a number of PhD studentships. The GBP1.5M investment is part of the University's commitment to the recently announced Advanced Propulsion Centre (APC) to support the development of new supply chains for low carbon vehicles. APC is an initiative established by the Automotive Council that will see GBP1 billion of investment from government and industry over the next 10 years.
