Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

Junkyard Gem: 1988 Dodge Aries America LE Station Wagon

During the late 1970s, Chrysler appeared doomed as outdated car designs and a second catastrophic oil crisis caused by Middle Eastern conflict hammered sales. Chrysler had some successful economy cars made by Mitsubishi or based on Simca designs, but the need for an efficient, modern front-wheel-drive platform grew desperate. After a government bailout in 1979 bought some time, CEO Lee Iacocca masterminded the creation of the all-new K Platform, which hit showrooms for the 1981 model year. The first two K-Cars, the Plymouth Reliant and Dodge Aries, were big sales successes, and Chrysler went on building vehicles based on the platform through 1995. Here's an example of the later Aries wagon, found in a Phoenix self-service wrecking yard. The "true" K-Cars were the Aries, the Plymouth Reliant, the Chrysler LeBaron, and the Dodge 400. They have become very rare in wrecking yards today, so I honor their historical significance by documenting the ones I find. During my junkyard expeditions, I have photographed this '81 Aries wagon, this '81 Reliant wagon, this '82 Aries wagon, this '82 400 coupe, this '82 LeBaron convertible, this '83 Aries sedan, this '83 LeBaron Town & Country wagon, this '85 LeBaron woodie convertible, this '86 Aries sedan, this '86 LeBaron Town & Country wagon, this '86 Reliant wagon, and this '89 Reliant coupe. The early K-Cars could be purchased with optional Mitsubishi Astron 2.6-liter four-cylinder (complete with "HEMI 2.6" badging), but in 1988, the choices were down to a 93-horsepower 2.2-liter Chrysler-built four-cylinder or a 2.5-liter version of the same engine rated at 96 horses and 13 extra pound-feet of torque. This car has the 2.2. The "America LE" trim level was the only one available for the 1988 Aries, and it resulted in a fairly Spartan car. Tough, scratchy cloth upholstery and lots of hard plastic were the order of the day. The MSRP on this car started at $7,695, or about $16,770 in 2018 dollars. That's a lot of car for that kind of money. For comparison, the rear-wheel-drive (and much bigger) 1988 Pontiac Safari wagon went for nearly twice that price. This content is hosted by a third party. Dodge to reveal Hellcat-powered Challenger in Detroit?

On top of all the other performance car debuts slated for next week's Detroit Auto Show, we might be able to add one more to the list - the new, supercharged Hellcat V8 from Chrysler. According to new reports, the rumored 640-horsepower mill is likely to cross the Motor City stage in the engine bay of a Dodge Challenger.
As AllPar points out, though, there may be more news than just the fire-breathing engine. While we've seen spy photos of the Hellcat testing under the hood of the current Challenger, there's a very fair chance that it won't arrive until the muscle car is refreshed later this year. The question now is whether that refresh will be shown off alongside the new engine in Detroit, or if it'll be saved, perhaps for the New York Auto Show.
Other details dug up by AllPar include potential transmissions for the supercharged engine - the Mopar-minded site is expecting an eight-speed automatic or a Tremec six-speed manual. Prices, meanwhile, could be in the same elevated range as the Chevrolet Camaro Z/28, at $70,000 to $80,000.
