Fiat Chrysler will pay $70M to settle safety disclosure suit

FCA US will pay a $70 million civil penalty to the National Highway Traffic Safety Administration for failing to submit Early Warning Report data going back to 2003. The automaker will also provide any missing data since that time, and an auditor will monitor future compliance. NHTSA says the failures to report this information "stem from problems in FCA's electronic system for monitoring and reporting safety data, including improper coding and failure to account for changes in brand names." There are no allegations of any intentional deception by the automaker. NHTSA will wrap up the latest fine with the previous consent order against FCA US earlier this year for the automaker's handling of 23 recalls. The company will know owe the safety regulator a total of $140 million in cash, and there will be possibility of $35 million more in deferred penalties if FCA doesn't comply with the agency's requests. In a statement about the fine to Autoblog, FCA US said the automaker "accepts these penalties and is revising its processes to ensure regulatory compliance." The company strongly believes that it didn't miss any safety problems over the time with this problem. Early Warning Reports include information on deaths, injuries, crashes, and other potential safety concerns, and NHTSA often uses the data in investigations for possible recalls. In September, the safety agency first announced the automaker failed to submit these documents. At the time, the regulator's administrator Mark Rosekind promised to "take appropriate action after gathering additional information on the scope and causes of this failure." FCA US also released a statement then about the lapse and said the company notified NHTSA immediately after discovering the problem. FCA US is not the first company to run afoul of NHTSA's reporting requirement. The agency fined Triumph Motorcycles and Honda this year for similar lapses. It also punished Ferrari in 2014. Next Jeep Wrangler to get hybrid option?

This may the year a Jeep hybrid is officially announced. Really. The Chrysler division may finally be making plans for its first gas-electric powertrain to help boost the group's fuel economy, says UK's Auto Express, citing Mike Manley, CEO of FCA's Jeep division. The guinea pig of sorts may be the Wrangler, which moved almost a quarter-million units in the US last year. The Wrangler could get a hybrid drivetrain by the 2017 model year, as Jeep executives look to maintain the model's feel and torque while boosting its fuel economy. The Wrangler gets a pretty paltry 18 miles per gallon combined out of its six-cylinder mill, so the bar's set pretty low. Of course, we've heard this talk before. In late 2013, Chrysler Asia-Pacific product planning manager Steve Bartoli told Australia's Drive that a Jeep hybrid was pretty much inevitable, though not much has been mentioned since. FCA could use all the help it can get in the fuel economy department. The group brought up the rear among automakers when it came to fuel efficiency, the US Environmental Protection Agency (EPA) said in its EPA Trends report released last October. The FCA models combined for a 21.1 miles per gallon average for the 2014 model year, compared to the 24.2 mpg overall industry average. The group's only electric vehicle in the US is the low-volume Fiat 500e, though the company may start selling a plug-in hybrid version of its Chrysler Town & Country by the end of the year. Could Chrysler leave Michigan for Tennessee?

Detroit's Big Three could become the Big Two. According to an AP report in The Detroit News, state officials have been lobbying for Fiat-Chrysler CEO Sergio Marchionne to select Tennessee as the location for Fiat's joint headquarters with Chrysler Group LLC.
This weekend, Marchionne met with Tennessee governor Bill Haslam at a ceremony celebrating the expansion of a Fiat subsidiary plant in the city of Pulaski. The AP report does not mention any serious talks about headquarters relocation, only that Tennessee officials have been "working me over pretty well," according to Marchionne.
Fiat hopes to complete its merger with the Auburn Hills-based automaker sometime next year, and earlier reports have stated that the company is seeking $10 billion in financing to buy the remaining bits of Chrysler. If the company were to relocate, it would join Nissan and Volkswagen in having major American automotive operations in Tennessee. Of course, that whole "Imported From Detroit" thing would need to go out the window, as well.
