Canada bailed out GM, Chrysler without really knowing what they were getting into

The Auditor General of Canada recently issued a report that makes at least one thing clear: it doesn't know how effective Canadian government loans given to General Motors and Chrysler in 2009 were in ensuring the viability of both companies. That year, the Canadian and Ontario governments dished out $10.8 billion CAD ($9.6B US) to GM and $2.9 billion CAD ($2.6B US) to Chrysler, but hadn't yet sorted out precisely how the funds were to be used before disbursing them. This happened in spite of the fact that, according to a piece in Bloomberg, the loans weren't meant to be handed out until authorities were clear on the manufacturers' plans for reorganization. In fact, federal officials hadn't finished establishing the concessions made by all the involved parties, the pension liabilities, nor the long-term soundness of the automakers' financial positions. On top of that, apparently it didn't keep close tabs on the money after loaning it: the report says that $1B CAD should have been applied to GM Canada pension plans but was instead given to GM to use. Chrysler repaid $1.7 billion, while GM handed back $3.8 billion and Bloomberg believes the feds in Ottawa still own 110 million shares of The General, which, at the stock price as of writing, would be good for another $3.9 billion. Those were mad, bad days, though, and we're not sure what point the report serves, other than to say, "Oh, by the way...." Fiat Chrysler, Peugeot owner PSA reportedly in merger talks

Fiat Chrysler and Peugeot owner PSA are in talks to combine in a deal that could create a $50 billion automaker, the Wall Street Journal reported on Tuesday, citing sources. The deal could be in the form of an all-stock deal, the report said. Fiat Chrysler shares rose sharply after the report and were up more than 7% in late afternoon trading. Fiat Chrysler and Peugeot had no comment. Investors have speculated for several years that Fiat Chrysler was hunting for a merger partner, encouraged by the rhetoric of the company's late chief executive, Sergio Marchionne. In 2015, Marchionne outlined the case for consolidation of the auto industry, and tried unsuccessfully to interest General Motors in a deal. Peugeot and Fiat Chrysler had discussed a combination earlier this year, before Fiat Chrysler proposed a $35 billion merger with French automaker Renault SA. Fiat Chrysler Chairman John Elkann broke off talks with Renault in June after French government officials intervened, and pushed for Renault to first resolve tensions with its Japanese alliance partner, Nissan. Following the collapse of the Renault merger plan, Fiat Chrysler CEO Mike Manley left the door open for talks with would-be partners, but said the Italian-American automaker could go it alone despite mounting costs to develop electric vehicles and comply with tougher emissions rules in Europe, the United States and China. Peugeot CEO Carlos Tavares dismissed the idea of a combination with Fiat Chrysler during a discussion with reporters at the Frankfurt auto show last month. "We don't need it," Tavares said when asked whether he was still interested in a deal with Fiat Chrysler. Fiat Chrysler has a commercial vehicle partnership with Peugeot.

FCA's SEMA vans: A Ram ProMaster bar and a Mopar'd Pacifica

For this year's SEMA show, FCA created six machines that range from mild to wild, and what we have here are the two mildest examples: a custom Ram ProMaster and an accessorized Chrysler Pacifica. Of the two, the ProMaster is easily the more interesting. It's called the BrewMaster and it's a rolling bar. Get it? View 11 Photos The pub-themed interior has a variety of custom touches, including Mopar neon signs and beer taps with shift-knob handles. The outside gets some conceptual parts as well. The grille loses the crosshair design in favor of a large-font "RAM" badge in the center, similar to the one on the Ram Rebel. It also gets some custom 20-inch wheels and large fender flares to accommodate the wider rubber. The message here: Don't drink and drive, but definitely drive somewhere and drink. The Pacifica has far fewer custom goodies, and, sadly, no Hellcat powertrain, but that means what you see is something you could realistically replicate at a dealer. Called the Pacifica Cadence, this van is a rolling showcase of Mopar accessories. The newest piece is a running board that is designed to look like part of the sheetmetal, as opposed to a tacked-on aftermarket accessory. We'd say it's fairly successful if not super-exciting. View 7 Photos The Pacifica also features loads of other Mopar bits including the roof rack, dog kennel, all-weather floor mats, and wireless charging pad. Aside from the custom wrap and painted wheels, you could outfit your own Pacifica identically using a Mopar catalog. As for the BrewMaster, that might require a bit more custom work.
