To grease the skids for Stellantis, PSA offers to boost Toyota's fortunes

BRUSSELS/MILAN — Peugeot maker PSA has offered to boost Japanese rival Toyota to try to address EU antitrust concerns about its plan to create the world's fourth-biggest carmaker, to be called Stellantis, by merging with Fiat Chrysler, people familiar with the matter said on Friday. PSA has offered to increase the production capacity for Toyota in their van joint venture, one of the sources said. Another source said the French company would sell the vans at close to cost. PSA makes vans for Toyota in its Sevelnord plant in northern France. The van collaboration started in 2012. PSA submitted its offer to the European Commission earlier on Friday, three months after the EU enforcer opened a full-scale investigation into the deal with FCA on concerns that it would hurt competition in small vans in 14 EU countries and Britain. "As of now, the transaction has obtained merger clearance in 14 jurisdictions. As previously stated, closing of the transaction is expected to occur in the first quarter of 2021," PSA and FCA said in a joint statement. The Commission, which temporarily halted its investigation into the deal in July while waiting for the companies to provide requested data, did not set a deadline for its decision. "The deadline is still suspended. This procedure in merger investigations is activated if the parties fail to provide, in a timely fashion, an important piece of information that the Commission has requested from them," the EU executive said. 2017 Chrysler Town & Country shows its 200-inspired face

Chrysler's new Town & Country is expected to debut in the next several months, featuring a new plug-in hybrid powertrain on top of a new look. While we're still short on details about the new propulsion system, a new round of spy photos is giving us a great look at the T&C's modernized aesthetic. In short, think of a puffed up, ultra-versatile Chrysler 200, and you'll have an idea of what the new Town & Country will look like. Spied on what we're guessing is Fiat Chrysler's US headquarters – seeing body shells like this just hanging around the Auburn Hills, MI campus isn't strange, although this does seem like an especially haphazard case – the new van's look is far less upright than the current model. In general, this new vehicle should be sleeker and, dare we say, more compact than the current Town & Country. Alongside the all-wheel-drive plug-in model, our spies report the new T&C will be offered with a 3.2-liter V6, which we're betting was pilfered from the Cherokee, the only other FCA model to use the smaller version of the Pentastar. It's unclear if all-wheel drive will be featured on the ICE-only model. Beyond the class-exclusive PHEV powertrain, our spies report the new van will combat the Honda Odyssey's nifty, built-in vacuum cleaner with a unit of its own. Other innovations will include hands-free side doors – we're guessing these would be some version of the increasingly popular smart tailgates, which simply require a kick of the foot to open. Of course, we'll know all about the new Town & Country early next year, with its expected debut slated for the 2016 Detroit Auto Show. Fiat Chrysler will pay $70M to settle safety disclosure suit

FCA US will pay a $70 million civil penalty to the National Highway Traffic Safety Administration for failing to submit Early Warning Report data going back to 2003. The automaker will also provide any missing data since that time, and an auditor will monitor future compliance. NHTSA says the failures to report this information "stem from problems in FCA's electronic system for monitoring and reporting safety data, including improper coding and failure to account for changes in brand names." There are no allegations of any intentional deception by the automaker. NHTSA will wrap up the latest fine with the previous consent order against FCA US earlier this year for the automaker's handling of 23 recalls. The company will know owe the safety regulator a total of $140 million in cash, and there will be possibility of $35 million more in deferred penalties if FCA doesn't comply with the agency's requests. In a statement about the fine to Autoblog, FCA US said the automaker "accepts these penalties and is revising its processes to ensure regulatory compliance." The company strongly believes that it didn't miss any safety problems over the time with this problem. Early Warning Reports include information on deaths, injuries, crashes, and other potential safety concerns, and NHTSA often uses the data in investigations for possible recalls. In September, the safety agency first announced the automaker failed to submit these documents. At the time, the regulator's administrator Mark Rosekind promised to "take appropriate action after gathering additional information on the scope and causes of this failure." FCA US also released a statement then about the lapse and said the company notified NHTSA immediately after discovering the problem. FCA US is not the first company to run afoul of NHTSA's reporting requirement. The agency fined Triumph Motorcycles and Honda this year for similar lapses. It also punished Ferrari in 2014.
