Fiat Chrysler, surprise, had to buy a lot of emissions credits

The world of carbon emissions uses some unusual units of measure. Take, for example, 8.2 million megagrams. Who needs to know how much that is? Someone at Fiat Chrysler Automobiles, that's who. FCA had to buy that many greenhouse-gas emissions credits from greener automakers, Reuters says, citing a report from the US Environmental Protection Agency (EPA). Because its vehicles' collective fuel economy continues to trail the industry average, FCA purchased the emissions credits at of the end of 2014 in order to meet US emissions regulations. About two-thirds of those credits were acquired from Toyota, while the rest were purchased from Tesla and Honda. Daimler and Ferrari, not surprisingly, were among the other automobile companies that had to acquire emissions credits in order to meet US greenhouse gas regulations. Because the price for these credits is set privately by the companies, the EPA didn't disclose how much FCA had to pay to stay on the green side. The reason for the millions FCA likely spent is because the company is making a slow progress building and selling cleaner cars. The company did increase average fuel efficiency by about one mile per gallon to almost 22 mpg for the 2015 model year, but it wasn't enough. Such a performance likely only put the automaker in a last-place tie with General Motors. The emissions credits purchased from Tesla are notable because that California-based maker of electric vehicles has long generated substantial revenue by selling various credits to its less-electrified counterparts. In 2013, Tesla sold more of California's ZEV credits than any other automaker, but Nissan took that title in 2014. While these are not the same as the EPA's GHG credits, they do offer another way to track which automakers are meeting the targets and which need help. NHTSA questions FCA's reaction to recalls, will hold public hearing

The US Department of Transportation and National Highway Traffic Safety Administration are holding a public hearing on July 2 to investigate whether FCA US is failing to fix safety problems and issue necessary notices. The agencies also want detailed accounts of the handling of 20 recalls by June 1 as part of a special order. If the Feds determine that the automaker isn't living up to its legal requirements, the result could go as far as a "buy-back or replacement of affected vehicles." "Significant questions have been raised as to whether this company is meeting its obligations to protect the drivers from safety defects, and today we are launching a process to ensure that those obligations are met," NHTSA administrator Mark Rosekind said in the announcement of the hearing. The 20 recalls that the agencies are investigating date from between 2013 and 2015. Just some of these include the action to make the fuel tanks safer on the Jeep Grand Cherokee and Liberty; FCA US' Takata inflator repairs; inadvertently deploying airbags in the Liberty, Grand Cherokee and Dodge Viper; and the company's ignition switch fix for the Chrysler Town & Country, Grand Caravan and Journey. Failure to submit reports about all of these on time could result in a $7,000 per day fine. You can read the whole list in the PDF for the special order. In a statement to Autoblog, FCA US said, "The average completion rate for FCA US LLC recalls exceeds the industry average and all FCA US campaigns are conducted in consultation with NHTSA. The Company will cooperate fully." The government agencies claim that they have received complaints from customers alleging that they weren't notified of recalls; parts not being available; difficulty getting an appointment, and misinformation from dealers. During the hearing witnesses from FCA US, NHTSA and the public have the opportunity to present evidence on each campaign. Now at Costco: Bales of toilet paper and a Volvo or Pacifica to haul them

Costco, the beacon of bulk buying, where you can buy everything from gasoline to your own casket at deep discount, is offering some Costco-only incentives through its Auto Program in partnership with specific car brands: for now, Volvo and Chrysler, with other brands planned for later. First, Volvo: Now through Oct. 2, you can get both special incentives AND employee pricing (aka "A-Plan" pricing) AND whatever rebates and incentives Volvo might already have going on. The Costco incentives are: $3,000 on 2017 and 2018 S90 sedans. $750 on 2017 and 2018 S60 sedans. $750 on 2017 and 2018 V60 and V90 Cross Country wagons. $750 on 2017 and 2018 XC90 SUVs. $750 on the outgoing 2017 XC60 crossovers. Automaker incentives usually vary by region, but in the Detroit area, at least, Volvo currently has a $2,500 incentive on the 2018 XC90 and $3,500 on the 2017 model. Those end Aug. 31 but could be renewed in September, and others could be added then as well. Volvo is also offering special interest rates on financing some of the other models. And when all is said and done, if you fill out a Costco customer survey you'll get a $200 cash card. The Chrysler Pacifica deal, also through Oct. 2, is even simpler: Go to the Costco site, print out a certificate worth $1,000, and take it to a Chrysler dealership — any dealership, not just those that usually work with Costco, which is a first. The incentive covers both 2017 and 2018 models. And like the Volvo promotion, these Costco incentives can be combined with whatever Chrysler's doing — and it currently has a myriad of incentives on 2017 Pacificas, in various combinations that differ depending on whether you're leasing or buying. If you register at the Costco Auto Program website, you'll be put in touch with a dealer who can review the bottom line after all the discounts are factored in. Participating dealerships have offered special pricing to Costco members for years, up to the price automaker employees get. Costco's program doesn't typically work the way these Volvo and Chrysler programs do, though a similar joint promotion with Volvo back in 2013 sold 7,500 cars. If you haven't used the Costco Auto Program, but you don't like haggling at a dealership, you might give it a try. The beauty of it is that a dealer is obligated to offer you a set price and is also obligated to treat you by certain rules, such as not trying to upsell you. Last year, 490,000 vehicles were sold to Costco members through the program.
