Canada bailed out GM, Chrysler without really knowing what they were getting into

The Auditor General of Canada recently issued a report that makes at least one thing clear: it doesn't know how effective Canadian government loans given to General Motors and Chrysler in 2009 were in ensuring the viability of both companies. That year, the Canadian and Ontario governments dished out $10.8 billion CAD ($9.6B US) to GM and $2.9 billion CAD ($2.6B US) to Chrysler, but hadn't yet sorted out precisely how the funds were to be used before disbursing them. This happened in spite of the fact that, according to a piece in Bloomberg, the loans weren't meant to be handed out until authorities were clear on the manufacturers' plans for reorganization. In fact, federal officials hadn't finished establishing the concessions made by all the involved parties, the pension liabilities, nor the long-term soundness of the automakers' financial positions. On top of that, apparently it didn't keep close tabs on the money after loaning it: the report says that $1B CAD should have been applied to GM Canada pension plans but was instead given to GM to use. Chrysler repaid $1.7 billion, while GM handed back $3.8 billion and Bloomberg believes the feds in Ottawa still own 110 million shares of The General, which, at the stock price as of writing, would be good for another $3.9 billion. Those were mad, bad days, though, and we're not sure what point the report serves, other than to say, "Oh, by the way...." Proposed deal averts strike between FCA and UAW

With the deadline rapidly approaching for a strike, FCA US and the United Auto Workers were able to hammer out a potential agreement late last night to avoid picket lines, at least for now. While the UAW said in a statement that it "secured significant gains," the actual contents of the deal haven't been published yet. Before going public, the offer still needs the consent of the UAW National Chrysler Committee, and that body has a meeting on 11:00 AM Eastern on Friday, October 9, to make a decision. If the Chrysler committee signs off on the deal, it would then go to the union's 40,000 FCA US workers for a vote, according to The Detroit News. "We have made real gains and I look forward to a full discussion of the terms with our membership," President Dennis Williams said in the UAW's statement. FCA US isn't providing any answers about the proposed contract either. In a release about the negotiations, the automaker said: "FCA US confirms that it has reached a new tentative agreement with the UAW. Because the agreement is subject to UAW member ratification, the Company cannot discuss the specifics of the agreement pending a vote by UAW members." The original tentative contract with FCA US promised raises and the creation of a healthcare co-op. However, 65 percent of union members rejected the deal, The Detroit News reports. Workers didn't like that the offer kept a two-tier wage system between veterans and more recent employees. The details of the health plan also weren't explained well, and there wasn't much info on possible production changes. Junkyard Gem: 1990 Plymouth Laser RS Turbo

When Diamond Star Motors, a Chrysler-Mitsubishi joint venture, came online in the late 1980s, the first products to come out of the Normal, Illinois assembly plant were versions of the first-generation of the Mitsubishi Eclipse. There was the Eclipse itself, the Eagle Talon, and the Plymouth Laser. Here's a somewhat tattered example of the latter type, spotted in a Northern California self-serve yard. This car is unrelated to the Chrysler Laser of a few years earlier, which was based on the K-platform-derived Dodge Daytona. The Plymouth Laser was a pure Mitsubishi design. This one has the DOHC turbocharged 2.0-liter Sirius engine, rated at 190 horsepower. That was plenty of power by 1990 standards, a year in which the wildest possible Chevrolet Camaro (the IROC-Z, of course) packed just 230 hp under the hood. The IROC-Z weighed 3,149 pounds versus the Laser's 2,483, giving the Laser a slightly better power-to-weight ratio, not to mention a price tag more than $500 lower. CD players in cars were still uncommon in 1990; this Laser has the much more mainstream "computer controlled deck" cassette player, complete with nine-band graphic equalizer. Badging in futuristic typefaces was all the rage when this car was new. The all-wheel-drive Eclipse/Talon/Laser didn't hit dealerships until the 1991 model year, so all the '90s are front-wheel-drive only. The torque steer experienced in these cars could be exciting.
