US prepares to sue Fiat Chrysler over diesel emissions testing

NEW YORK - The Justice Department plans to file a civil lawsuit against Fiat Chrysler Automobiles NV over excess diesel emissions as early as this week if no agreement is reached with the Italian-American automaker, two sources briefed on the matter said on Wednesday. The Environmental Protection Agency in January accused FCA of illegally using undisclosed software to allow excess diesel emissions in about 104,000 cars and SUVs, the result of a probe that stemmed from regulators' investigation of rival Volkswagen AG. The EPA and California Air Resources Board have been in talks with FCA about the excess emissions and whether the agencies would approve the sale of 2017 FCA diesel models. A federal judge in California has set a May 24 hearing on a series of lawsuits filed by owners of vehicles against Fiat Chrysler and the Justice Department is expected to file its action by then if no agreement is reached. FCA said on Wednesday it believed that any litigation would be "counterproductive" to ongoing discussions with the EPA and California Air Resources Board. The company added that "in the case of any litigation, FCA US will defend itself vigorously, particularly against any claims that the company deliberately installed defeat devices to cheat U.S. emissions tests." The Justice Department took the same procedural step in early 2016 against Volkswagen, nearly four months after the German company admitted using software to emit excess diesel emissions in nearly 500,000 vehicles. The Justice Department has had an ongoing criminal investigation into FCA's conduct since last year, Reuters reported in January. The probe has turned up internal emails written in Italian and other documents about engine development and emissions issues, sources briefed on the probe said. U.S. regulators said FCA failed to disclose engine management software in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks with 3.0-liter diesel engines. The European Commission has launched legal action against Italy for failing to respond to allegations of emission-test cheating by Fiat Chrysler in a procedure that could lead to the country being taken to court. The EPA has said the maximum possible fine against FCA could be $4.6 billion. In February, FCA said it had received requests for information and subpoenas from U.S. federal and state authorities, including the Securities and Exchange Commission, for diesel issues.

Honda poised for growth, Detroit to hold steady, Car Wars study says

The automotive industry is expected to keep booming in the US over the next several years, but the train might start running out of steam in the long term, according to 2015's Car Wars report from Bank of America Merrill Lynch analyst John Murphy. The forecast focuses on changes between the 2016 and 2019 model years, and the latest trends appear similar in some cases to the past predictions. Sales are expected to keep growing and reach a peak of 20 million in 2018, according to the Detroit Free Press. The expansion is projected to come from a quick pace of vehicle launches, with an average of 48 introductions a year – 26 percent more than in 1996. Crossovers are expected to make up a third of these, maintaining their strong popularity. However, Murphy predicts a decline, as well. By 2025, total sales could fall to around 15 million units. As of May 2015, the seasonally adjusted annual rate for this year stands at 17.71 million. Like last year, Honda is predicted to be a big winner in the future thanks to products like the next-gen Civic. "Honda should be the biggest market share gainer," Murphy said when presenting the report, according to Free Press. Meanwhile, in a situation similar to Car Wars from 2012, a lack of many new vehicles is expected to cause a drop for Hyundai, Kia, and Nissan. Based on this forecast, Ford, General Motors, and FCA US will all generally maintain market share for the coming years. The report does make some future product predictions, though. The next Chevrolet Silverado and GMC Sierra might come in 2019, which is earlier than expected. Also, Lincoln could get a Mustang-based coupe for 2017, a compact sedan for 2018 and an Explorer-based model in 2019, according to the Free Press. Mopar highlights wild SEMA creations, AWD Challenger Concept

Thanks to 15,345 square feet of display area, FCA US' Mopar division certainly has ample space to display its parts and accessories at the SEMA Show. To lure attendees to check out all of those cars and components, the company is now revealing ten tuned vehicles for this year's aftermarket event. This isn't even the brand's whole fleet for the show, but it includes some major highlights for Dodge and Ram fans. A lack of traction traditionally makes rear-wheel-drive muscle cars dismal to drive when the weather gets slippery, but the Dodge Challenger GT AWD Concept (above) solves that age-old problem at SEMA. In addition to powering all four wheels through an eight-speed automatic, it boasts an angry-looking, wide-body kit with aggressively flared wheel arches. The asymmetrical stripe with Header Orange accents also adds some extra panache to the Destroyer Grey and Matte Black color scheme. The coupe can back up the macho look thanks to the Scat Pack 3 Performance Kit that adds 75 horsepower and 44 pound-feet of torque to the 5.7-liter V8. However, before you get too excited about driving one this winter, FCA US spokesperson Ariel Gavilan tells Autoblog: "It is only a concept." Mopar isn't done tuning Dodges for SEMA. The Charger Deep Stage 3 shows what's possible with the company's catalog by packing the Scat Pack 3, strut tower braces, coilover suspension kit, and bigger brakes. Meanwhile, the blacked-out Dart GLH Concept tries to harken back to the style of the famous Omni GLH by fitting a red-accented body kit, including a Mopar Performance aluminum hood. If the standard Ram 1500 Rebel is somehow too subdued, check out the Rebel X (right) in a vibrant shade called Copper. To be ready for anything offroad, it wears some muscular flares to fit 17-inch beadlock wheels and 35-inch Toyo tires. A concept, two-piece front skid plate protects the front. Drivers should also be comfortable no matter where they drive thanks to prototype Katzkin leather seats and a concept air-ride suspension. Chrysler enjoys some mods, as well. The 300 Super S has suave style with Matte Cerulean paint, concept 22-inch wheels, and a grille with little Mopar Ms dotted around it. Performance also sees a boost with a tuned engine, bigger brakes, and coilover kit. The gray 200 S Mopar is similarly stylish with a complete body kit, including a conceptual, dual-vented hood. Fiat and Ram's commercial models aren't left out of the SEMA fun, either.
