Canada bailed out GM, Chrysler without really knowing what they were getting into

The Auditor General of Canada recently issued a report that makes at least one thing clear: it doesn't know how effective Canadian government loans given to General Motors and Chrysler in 2009 were in ensuring the viability of both companies. That year, the Canadian and Ontario governments dished out $10.8 billion CAD ($9.6B US) to GM and $2.9 billion CAD ($2.6B US) to Chrysler, but hadn't yet sorted out precisely how the funds were to be used before disbursing them. This happened in spite of the fact that, according to a piece in Bloomberg, the loans weren't meant to be handed out until authorities were clear on the manufacturers' plans for reorganization. In fact, federal officials hadn't finished establishing the concessions made by all the involved parties, the pension liabilities, nor the long-term soundness of the automakers' financial positions. On top of that, apparently it didn't keep close tabs on the money after loaning it: the report says that $1B CAD should have been applied to GM Canada pension plans but was instead given to GM to use. Chrysler repaid $1.7 billion, while GM handed back $3.8 billion and Bloomberg believes the feds in Ottawa still own 110 million shares of The General, which, at the stock price as of writing, would be good for another $3.9 billion. Those were mad, bad days, though, and we're not sure what point the report serves, other than to say, "Oh, by the way...." 2017 Chrysler Pacifica Hybrid electrifies the family hauler

The 2017 Chrysler Pacifica Hybrid is the first-ever hybrid minivan – why didn't anyone think of this before? The extra jolt of electric propulsion lets Chrysler estimate this hauler can get a very green 80 miles per gallon equivalent, with 30 miles of full electric range. To make those amazing numbers possible, the Pacifica Hybrid uses a version of the 3.6-liter Pentastar V6 that runs on the Atkinson cycle for improved efficiency, matched with an electric motor. A 16-kWh lithium-ion battery sits underneath the second-row floor to supply the energy. The PHEV doesn't launch until the latter half of 2016, but Chrysler currently estimates the powertrain's output at 248 horsepower, versus 287 hp from the non-hybrid Pacifica. Charging the system to full takes just two hours from a 240-volt outlet. Other than the charging port just head of the driver's door and different wheel designs, the Pacifica Hybrid looks the same as the other model. The nearly identical styling isn't a bad thing because this is one of the most attractive minivans ever. The aesthetics are similar inside, too, but the battery removes the ability to stow the second row of seats. However, the third row can still fold flat. "The all-new 2017 Chrysler Pacifica lives up to this promise and then some, with efficiency, power and refinement." Launching in second half of 2016, the Pacifica Hybrid is the industry's first electrified minivan. With an estimated 248 horsepower, the vehicle will deliver an estimated range of 30 miles solely on zero-emissions electric power from a 16-kWh lithium-ion (Li-ion) battery. In city driving, it is expected to achieve an efficiency rating of 80 miles per gallon equivalent (MPGe), based on U.S. Environmental Protection Agency standards. When the battery's energy is depleted to a certain threshold, the Pacifica Hybrid becomes a part-time electric vehicle, like a conventional hybrid. Power to the wheels is supplied by the electric drive system or supplemented by a specially adapted new version of the award-winning FCA US Pentastar 3.6-liter V-6 engine.

Ram 1500 mule caught sporting Mega Cab configuration

Our intrepid spy photographers have once again captured an unusual test mule out in the wild. This time we have a Ram 1500 that looks a little lengthy in the middle. We're pretty certain this is a 1500 and not a heavy duty model judging from the grille and hood. That said, FCA clearly went to great lengths to hide the cab. It's still clear that the rear section is longer than your typical quad cab, leading us to believe that the Mega Cab option will return to the 1500 line. Other interesting details are the covered tailgate and the Chrysler steering wheel in the interior. We're not entirely sure why it's covered up, as it doesn't appear to have a different function, but there could be some styling tweaks for a new trim level. The one part we can see is the tailgate handle, which may reveal some updated camera abilities as the normal location shows a differently shaped camera lens. There are also two small spots that could be cameras, but it's tough to say for sure. Will we see 360-degree imaging on the next Ram? The steering wheel is an unusual inclusion as well. Our photographer suggests that it could be necessary for using the latest UConnect infotainment system. Other than the wheel though, the interior looks identical to the current model. This updated cab option also leaves us wondering about the future of the Ram line. We have documentation that shows FCA plans to launch some type of refreshed Ram for the 2018 model year. So it's possible we're looking at an early test mule for that updated model, and the new cab option could be launched at the same time. In many ways, this Ram brings up more questions than answers.
