Feds sue Fiat Chrysler, accuse it of cheating on diesel emissions

WASHINGTON - The US government has filed a civil lawsuit accusing Fiat Chrysler Automobiles NV of using software to bypass emission controls in diesel vehicles. The Justice Department suit, filed in US district court in Detroit, is a procedural step that may ramp up pressure on Fiat Chrysler. The suit could ultimately help lead to a settlement, as in an earlier probe of rival Volkswagen AG that will cost VW up to $25 billion, but which affected a much larger number of vehicles. VW admitted to intentionally cheating while Fiat Chrysler denies wrongdoing. It did not immediately comment on Tuesday. US-listed Fiat Chrysler shares were down 2.9 percent at $10.44. The suit also names Fiat Chrysler's unit V.M. Motori SpA, which designed the engine in question. Reuters reported last week the Justice Department and EPA have obtained internal emails and other documents written in Italian that look at engine development and emissions issues that raise significant questions. The investigation has scrutinized VM Motori. FCA acquired a 50 percent stake in VM Motori in 2010 and the remainder in October 2013. The lawsuit asserts the Italian-American automaker placed undeclared "defeat devices," or auxiliary emissions controls, in 2014-2016 Fiat Chrysler diesel vehicles that led to "much higher" than allowable levels of nitrogen oxide, or NOx pollution, which is linked to smog formation and respiratory problems. The suit seeks injunctive relief and unspecified civil penalties. EPA said in January the maximum fine is about $4.6 billion. In January, EPA and California accused Fiat Chrysler of illegally using undisclosed software to allow excess diesel emissions in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks. Fiat Chrysler said on Friday it plans to update software that it expects will resolve the concerns of U.S. regulators about excess emissions in those vehicles. The January notice was the result of regulators' investigation of rival Volkswagen, which prompted the government to review emissions from all other passenger diesel vehicles. Volkswagen admitted in September 2015 to installing secret software allowing its cars to emit up to 40 times legal pollution levels. In total, VW has agreed to spend up to $25 billion in the United States to address claims from owners, environmental regulators, states and dealers and offered to buy back about 500,000 polluting US vehicles.

Fiat Chrysler Automobiles (FCA) has approved the use of E15 in its 2016 model year vehicles. The Renewable Fuels Association is pleased with the automaker's choice to cover the higher ethanol blend in its warranty statements, describing it as a positive signal for the future growth of E15. "FCA's decision to join GM and Ford provides clear evidence that the tide on E15 has turned," says RFA President and CEO Bob Dinneen. Skoda's head of purchasing, Dieter Seemann, discusses sourcing EV components in a new interview. He says the biggest challenge is seeking out future suppliers for electric motor and connected vehicle components. "We have to really understand what happens in this business to identify the right partners to have in five to eight years from now," says Seemann. "Many of these are suppliers completely new to us." Nissan is helping the European Commission develop a pedestrian alert system for electric vehicles. Called Electric Vehicle Alert for Detection and Emergency Response (eVADER), the project aims to develop technology that provides audible cues to alert pedestrians to oncoming vehicles without contributing to noise pollution. Nissan created a system for the Leaf that uses a camera to recognize pedestrians and cyclists and direct a sound in their direction. This work will help the EU shape its laws moving forward. The hybrid uses Nissan's All Mode 4x4-i all-wheel-drive system, and is equipped with a host of safety technology. Fiat Chrysler chief still says EVs can't make money

Add Sergio Marchionne's insistence that it's impossible to make money on electric vehicle production to death and taxes among things we can all count on. The Fiat Chrysler Automobiles CEO, speaking in an interview with UK's Car Magazine, implied that Tesla Motors was "the iPhone of cars." The metaphor may have been mixed, as iPhones make plenty of cash for Apple, whereas Tesla has never made an annual profit from its electric vehicles. But the implication was that automakers should stick to what they know, and they don't know smartphones. Forget any upcoming presidential debates, we're waiting for one between Marchionne and Tesla chief Elon Musk. As for the development of autonomous-driving features? Those are another story, says Marchionne, and an area where he's far more in line with Musk. That's because the technology required to make a car safely accelerate, brake, and steer on its own is far cheaper than making a car with an electric drivetrain that offers similar range and performance to a car with an internal combustion engine, he says. As opposed to electrification, Fiat Chrysler has been going the route of modifying conventional powertrains via wringing out more power out of progressively smaller engines, and mating them with eight- and nine-speed transmissions. As for EVs, credit Marchionne for his consistency. Fiat Chrysler has been selling the Fiat 500e since 2013. That year, Wards Auto named the 500e motor to its 10 Best Engines list, while the 500e won Road & Track's 2013 award for best electric car. Still, Marchionne has long said that Fiat only makes the vehicle for to satisfy zero-emissions vehicle mandates in California, and that the company loses as much as $10,000 for every 500e that it sells.
