GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. Can A Fleet Queen Become a Fullsize King?
On paper, the Chevrolet Impala is a pretty strong seller, posting annual sales that have hovered right around 170,000 units for the last two years, but it only takes one trip to practically any rental car agency to discover where the majority of those sales have come from. In fact, General Motors told Autoblog that a full 70 percent of Impala sales last year went to fleet companies for things like rental cars and government vehicles. Logic tells us that this is neither good for resale values nor name equity, so Chevrolet is getting ready to roll out an all-new Impala with improved comfort, styling and technology, hoping to turn the tables on its retail-to-fleet ratio.
Chevrolet's sedans have come on quite strong in the last few months with the introduction of the Cruze diesel and the SS sedan, but while these will likely be low-volume sellers, there's more pressure for the new Impala to perform well as GM looks to slash fleet sales and compete with the wide variety of full-size sub-luxury sedans. Riding on a platform shared with the Buick LaCrosse and Cadillac XTS, the 2014 Impala will compete against the Hyundai Azera, Ford Taurus and Toyota Avalon on the more traditional side, while also looking to take a bite out of somewhat sportier models like the Chrysler 300/Dodge Charger twins and the Nissan Maxima. What's the best car for snow? The real answer is "the one with winter tires." What do we mean by that? You could have the finest, most advanced all-wheel-drive system or four-wheel drive in the world, but if you're running all-seasons (the spork of tires), your fancy four-wheeler won't matter much. The odds are, any vehicle on the road running good winter tires will probably perform adequately in slippery, slushy and/or snowy road conditions. Keep in mind that you will need a full set of four snow tires for safety and performance, no matter what you're driving. The days of your dad putting just two snows on the family truckster to get it moving in a straight line are long gone. Don't get us wrong, getting a car that performs well in snow and ice is still a worthy criteria for car buyers. According to the U.S. Transportation Department, 70% of Americans live in places that get snow and ice. And much of the country has been blasted with arctic air for much of the new year. So let's look at the cars. First, we're highlighting choices for a variety of buyers and price points. Second, we're not just considering snow; we're considering general wintery conditions people will experience driving to work or school. As such, these are all choices with advanced all-wheel-drive systems, usually with "torque-vectoring" systems that not only automatically shunt power front and back, but side to side between the rear axles.
