Jay Leno gets pulled over while roaring in a Corvette Z06 convertible

No one is above the law, even if that person is a certain silver-haired auto enthusiast with a popular weekly video series about the cars in his garage. This week, Jay Leno experiences the 2015 Chevrolet Corvette Stingray Z06, but he also gets to have a meeting with some of California's Finest immediately after a high-speed blast. As opposed to the full-bore Z06 coupe with the seven-speed manual, Leno gets behind the wheel of the slightly heavier convertible version with the eight-speed auto. Being a droptop doesn't bother him too much, but Leno makes it obvious he wishes that he could be shifting for himself. Even if the auto is technically quicker, Leno says that swapping gears gives him something to do while driving. Of course, one of the major advantages of the convertible is the ability to listen to the Z06's thumping V8 unimpeded. With 650 horsepower and 650 pound-feet of torque from 6.2-liters of supercharged muscle, it already puts down impressive numbers, but the sound might just be the best part of all. Around town, the 'Vette is quiet enough to easily blend in with the rest of traffic. However, tip the throttle down and the valves in the exhaust open up to turn the engine into roaring monster. Be careful where you make this thing howl, though, because it's pretty easy for the police to take notice. The host finds that out the hard way in this week's episode of Jay Leno's Garage. Recharge Wrap-up: Renault Zoe recall, Proterra buses log 2M miles

Renault is recalling 10,649 examples of its Zoe electric car for potential brake hose failure. Cars built at the company's Flins factory between the Zoe's 2012 introduction and October 6, 2014 - a quarter of all Zoes ever built - are subject to the recall, though no accidents have been reported from rupturing brake lines. Recalled vehicles will have the brake hose positions inspected and, if need be, fixed. Read more from Reuters. Proposed legislation in Massachusetts would make the state even more EV friendly. While the state already encourages EV adoption with a $2,500 rebate incentive, the new bill would give battery electric vehicle drivers HOV lane access. Additionally it would set up a standard building code for EV chargers, and allow EV-only parking spaces. "With decreased gas prices, a 10 percent increase in vehicle miles traveled over the last 20 years, and a carpool rate below the national average, we must address personal vehicle use directly as part of our transportation emissions reduction strategy," says Rep. Seamless operation, peppiness, and a nice suite of equipment make it a top choice for the publication. Proterra electric buses have accumulated 2 million miles of revenue service. That equals 3,800 tons of carbon emissions that have been prevented and 420,000 gallons of fuel unburned. Proterra says it has 63 buses in service in 15 cities, and that it is ramping up production to meet growing demand. "This latest milestone exemplifies the economic, environmental and civic value of electric mass transit," says Proterra CEO Ryan Popple, "and demonstrates to the transit agencies that diesel - often viewed as a necessary evil - is no longer necessary." Top horsepower-per-dollar cars in 2017

Bang for the buck. That quasi-scientific statistic is bandied about by motor heads everywhere from classrooms to barrooms, though the truth of the matter is that it's exceedingly complex to measure. A fair performance-per-dollar index would include something like cross-referencing MSRP (Manufacturers Suggested Retail Price) with point-to-point times on a track or driving route, which is obviously hard to do comprehensively. But, for the sheer joy of talking about cars and playing with a big spreadsheet, there's always the horsepower-per-dollar index, which is more straightforward, albeit hilariously flawed. There are vagaries even with this simple formula, of course: MSRP for vehicles can change at a moment's notice, to say nothing of the bottom-line shifting that happens with local deals or showroom negotiation. For this list we're running with the straight MSRP wherever possible, and as recently reported as we can get it. All the vehicles on this list are 2017 models, and all trims are reported where the lowest price and differing power levels intersect. Some choices were made for personal preference and some for sanity, avoiding things like all 48 trim levels of the Ford Transit, all with the same horsepower). If this list were a simple top ten, or even a top fifty, you'd be bored to tears with all the red, white and blue that is represented. Following perfectly with conventional wisdom, American cars really do lead the world where hp/$ is concerned. So, for the sake of variety (and the sheer joy of seeing a minivan 'win' one round of this thing) I've sorted out some top five and bottom five lists for broad power categories. Let's dive in. Less Than 100 Horsepower Okay, okay, this is hardly a category we'll grant you. But we've often tried to click off all the sub-100-hp cars on sale in the US, and making this list gave us an excuse. It also illustrates that none of these smallish vehicles bring cheap horsepower to the table - for that you'll need a motorcycle. The segment-leading Chevy Spark (above) asks just over $139 for each hp, and that Smart Fortwo Electric Drive has hp on sale for about the same price as its very distant family cousin, the Mercedes-Benz SL65 AMG (insert your favorite Smart joke here... we know you want to).
