Recharge Wrap-up: Toyota FCV Rally Car To Compete, Barra bullish on Chevy Volt

The Toyota FCV will compete in the last stage of the 2014 Japanese Rally Championship. The sport-tuned hydrogen-powered car will tackle the 177-mile Shinshiro Rally on November 1 and 2, emitting no greenhouse gases in the process. The rally course will help prove the safety of the vehicle before it goes on sale in Japan in the next several months. The Toyota FCV, rumored to be called "Mirai" in Japan, will begin sales there before April, according to Toyota, and in the summer in the US and Europe. Read more in the press release below. Carsharing is becoming more popular, and more visible, throughout the world, including the US. According to WardsAuto columnist John McElroy, 18 percent of US drivers have used some sort of carsharing service. Additionally, he says 60 percent of Americans are familiar with Zipcar and Uber. Ethanol is being help up by rail transport, according to ethanol producer Green Plains. More and more stations are carrying E15 blend gasoline, but grain producers have complained that crude oil is given higher priority by the rail lines shipping it, which rail companies deny. Union Pacific and BNSF Railway say they are stepping up service to make sure that ethanol can be shipped reliably to customers. Read more at Omaha World-Herald. General Motors "has placed a significant bet [on] the electrification of the automobile," says CEO Mary Barra. In a speech to the Detroit Economic Club this week, she spoke about the Chevrolet Volt, and its importance to GM's future. While Barra admits the Volt's success has been "not everything we wanted," it has provided experience, and shows that EVs have "an important role in the future of GM." The new Volt is more refined, stores more energy, has longer range, uses less fuel and is a big investment for Michigan. She announced that the new Volt's electric drive system will be built in Warren, and that all of its major components will be made in Michigan. "Silicon Valley doesn't have a corner on the market for innovation, creativity and drive," says Barra. "These qualities exist here – in this region – as well." GM's MPG overstatement could affect 2 million vehicles

Late last week, GM admitted that three of its large SUVs fuel economy window stickers did not match their actual efficiency ratings, and so the vehicles couldn't be sold. The stickers on the 2016 Chevy Traverse, GMC Acadia, and Buick Enclave said their ratings were one to two miles per gallon better than they should have been. Officially, the number of affected vehicles sits at about 60,000. But Consumer Reports makes a good point: what's up with all of the previous model year SUVs that are basically the same vehicle? To wit: the 2016 model year vehicles are not substantially different than the 2015 or the 2014, or even going all the way back to 2007. On the EPA's fuel economy website, all of these older models will "have better stated fuel economy numbers than the new vehicles in GM's dealerships," Consumer Reports noted. CR's best point, and the one that makes the 60,000 number potentially grow to 2 million if all of the vehicles built on this platform are affected, is that "[i]t seems unlikely that the company would change the powertrain on these carryover models so late in their model cycles in a way that would cause a dramatic, negative impact on fuel economy." GM says that earlier model year SUVs are not affected and the EPA did not respond to CR's question about the potential for more discrepancies. We've seen automakers reverse course before, so if GM has to come out with a mea culpa soon, don't be surprised. GM is rushing corrected stickers to dealers so that the SUVs can be sold again, but a fix for the already-sold vehicles could be trickier to solve. 2016 Chevy Malibu gets premium looks, hybrid model

The Chevrolet Malibu was once an automotive icon, but its modern reputation is one for underachievement. A new 2016 model seeks to restore the storied nameplate with improved styling, more interior room and a new hybrid version. It debuts Wednesday at the New York Auto Show. Put simply, "the goal was to put Chevrolet back in the midsize car segment," said John Cafaro, the brand's executive director of car design. In a crowded arena with 2.2 million sales up for grabs annually, Chevy has not been a player. Last year, the brand sold 188,519 Malibus, a six-percent decline from 2013, and fewer than half the number of Toyota Camrys and Honda Accords sold. Despite awards from J.D. Power and Associates and the Insurance Institute for Highway Safety, Chevy knew the Malibu needed a big change. New Skin, Lighter Bones The redesign has been in the works for at least three years. Although the Malibu is still based on GM's Epsilon 2 platform, the underpinnings are more derivative of the Impala than the outgoing model. The body structure makes greater use of high-strength steel, which helps reduce weight by 300 pounds. Size is more Impala-like as well, with 2.3 inches more overall length and a 3.6-inch wheelbase stretch contributing to greater interior space. A new skin covers the Malibu's lighter bones, and design language from the Impala gives its sibling sedan a fresher, more upscale appearance. To execute this premium appearance, Chevy turned to 25-year-old designer Jaymer Starbody, a four-year General Motors veteran and graduate from Detroit's College for Creative Studies. He described the new Malibu as having a "wheel-oriented" design, and the car looks poised to pounce from certain angles. Though the 2016 Malibu is the same width as before, designers stretched the creases and angles in the sheetmetal to create a flatter, sleeker appearance. The hood and cowl are lower, and the Malibu's face sparkles with LED running lamps on the top trim levels. Inside, the roomier cabin has a new center stack, satin chrome accents on the interior panel and a console storage area designed for mobile devices. Chevy MyLink with a seven-inch color touchscreen is standard on lower trims, and the top model upgrades to an eight-inch screen. Perforated leather seats and ambient lighting are also available options. The cabin was designed to look high-tech, but still remain easy to use, according to Chevy interior design director Crystal Windham.
